วัตถุประสงค์ของการวิจัยน้ีคือ ต้องการศึกษาวิเคราะห์ข้อมูลและศักยภาพชุมชน
ชายแดน เกี่ยวกับการจัดท าแผนงานระบบป้องกันชุมชนชายแดน เพื่อก าหนดแนวทางที่เหมาะสม
และน าไปทดลองใช้ในการปรับปรุงให้การจัดระบบป้องกันชุมชนชายแดนให้เป็ นไปในแนว
เดียวกนั ตลอดท้งัชุมชนชายแดน
การวิจยัคร้ังน้ีเป็นการวิจัยเชิงคุณภาพ ด้วยวิธีการวิเคราะห์เชิงพรรณนาโดยใช้ข้อมูล
จากเอกสาร รายงานของท้งัภาครัฐและเอกชน ตลอดจนขอ้ มูลจากระบบเครือข่ายอิเล็กทรอกนิกส์
แนวคิด ทฤษฎีและผลงานวิจัยที่เกี่ยวข้อง
นโยบายและมาตรการในการจัดระบบป้องกันและการสื่อสารเพื่อจัดระเบียบพ้ืนที่
ชายแดน ชายฝั่งทะเลและเกาะแก่ง พ.ศ. ๒๕๕๐-๒๕๕๔ ได้ก าหนดให้หน่วยงานภาครัฐและภาค
ส่วนต่างๆที่เกี่ยวขอ้งใชใ้นการดา เนินงานในการพฒั นา ป้องกันและแกไ้ขปัญหาในพ้ืนที่ชายแดน
จะเป็นกรอบแนวทางที่จะท าให้หน่วยงานที่เกี่ยวข้องเกี่ยวกับการจัดระบบป้องกันได้น าไปใช้และ
ร่วมกันในการก าหนดแผนงาน โครงการให้มีความสอดคล้องกัน เพื่อท าให้การจัดระบบป้องกัน
ของชุมชนชายแดนเป็นไปในทิศทางเดียวกัน ซ่ึงจะส่งผลให้ราษฎรมีความเป็นอยู่ที่ดีข้ึนและ
สามารถป้องกันตนเองจากภัยคุกคามต่างๆ ได้ และจากการวิเคราะห์ข้อมูลปัจจัยภายใน จากการ
ส ารวจและเก็บรวบรวมเพื่อพิจารณาจัดท าแผนพบว่าข้อมูลที่ได้จากการวิเคราะห์สามารถน ามา
จัดท าเป็นแผนได้ใน ๓ เรื่องได้แก่แผนพึ่งตนเอง แผนความร่วมมือและแผนการสนับสนุน ผู้วิจัย ขอให้ข้อเสนอแนะดังน้ีกระบวนการเสริมสร้างความเข้มแข็งให้กับชุมชน
สามารถกระทา ได้โดยการให้ความรู้ความเขา้ใจเพิ่มเติมแก่ผู้น าชุมนุม ผูน้ าเหล่าน้ีจะเป็นผู้ที่ช่วย
แปลงแผนไปสู่การปฏิบัติ การพัฒนาศักยภาพของชุมชนในพ้ืนที่ในตา บลชายแดน ด้วยการท าให้
เป็นตา บลที่มีความมนั่ คง มีความเขม้แข็งในทุกด้าน ด้วยการบูรณาการ แผนงานโครงการ ของ
หน่วยราชการที่เกี่ยวข้องเข้าไปด าเนินการภายใต้การมีส่วนร่วมของทุกภาคส่วนและใช้แนวทาง
ปรัชญาเศรษฐกิจพอเพียง ควรมีการปรับปรุงและพัฒนาแผนงานการจัดระบบป้องกันเพื่อจัด
ระเบียบพ้ืนที่ชายแดนของชุมชนอย่างต่อเนื่องทุกปีรวมท้งัควรมีการติดตามและประเมินผลจาก
รัฐบาลโดยตรงอยู่เป็ นระยะ แนวความคิดเชิงบูรณาการระบบการสื่อสาร ของโครงการจัดระบบ
ป้องกันเพื่อจัดระเบียบพ้ืนที่ชายแดน กองบัญชาการป้องกันชายแดนจันทบุรีและตราด
ประกอบด้วย ระบบวิทยุ ระบบโทรศัพท์ การสื่อสารผ่านระบบดาวเทียม การสื่อสารข้อมูลผ่าน
ระบบอินทราเน็ต และอินเตอร์เน็ต ดังน้นั กา ลงัพลทุกนาย ทุกระดบั ช้น ต้องมีความรู้ มีความ ั
เขา้ใจ มีความต้งัใจ มีความคิดริเริ่ม มีมนุษยส์ ัมพนัธ์ในการทา งาน ซ่ึงจะทา ให้การทา งานประสบ
ความส าเร็จ บรรลุวัตถุประสงค์ ตรงตามนโยบายของผู้บังคับบัญชา ข้อจ ากัดด้านงบประมาณ เป็น
ปัญหาและอุปสรรคที่มีผลกระทบเชื่อมโยงไปสู่ปัญหาด้านอื่นๆ ตลอดจนส่งผลกระทบต่อการ
จดั หาสิ่งอุปกรณ์ที่จา เป็น เพื่อสนบั สนุนการปฏิบตัิงานให้บรรลุตามวตัถุประสงค์

ABSTRACT
Title : Establishment of the Security System for the Organizing of the
Border Area bythe Chantaburi-Trat Border Defense Command

The objective of this research is to study and analyze the capabilities of the
border area communities in order to establish a plan for the security defense system for
the border area community. Another objective is to give suitable guidelines and
implementation of the security system and to modify the security system for the border
area to be the same in every community.
This study is a qualitative research with the descriptive methodology in which
the data is obtained from documents and reports from both the government and the
private institutions. The data is also obtained from the internet including idea, theory,
and the involved researches.
The policy and the measure for the implementation of the security system and
the communication to organize the border area, coastal area, and islands, 2550-2554,
specify that the government sector and other sectors which are responsible for the
security defense system must work together in order to integrate their plans and projectswhich will improve the standard of livings for the community and be able to protect
themselves from danger. According to the data analysis, it can be concluded that there
are 3 plans for the security system which are the self reliance plan, the cooperation plan,
and the support plan.
The researcher proposes the following suggestions. The process of
reinforcement and strengthen the community can be done by giving knowledge to the
leaders of the community. The leaders will transform the plans into the operations. The
development of the capabilities of the districts in the border area will result in stable and
strong communities by integrating all of the plans and projects of every sector with the
sufficient economy philosophy. There should be a modification and developing plan for
the implementation of the security system to organize the border area communities.
There should also be a follow up and assessment of the plans and projects directly and
continuously by the government. The integration of the communication systems of the
security system project to organize the border area by the Chantaburi-Trat Border
Defense Command consists of the radio system, the telephone system, the satellite
communication system, and the intranet and internet communication system. Therefore,
all personnel must have knowledge, comprehension, intention, intuition, and public
relations in order to success and complete the objectives given by the policy of the
supervisors. The budget limitation is a problem and obstacle which affect other problems
including the procurement of necessary equipment to support the operations and achieve
the objective.
