การวิจัย เรื่อง แนวทางการพัฒนาระบบบริหารจัดการก าลังพล ของ กรมพลาธิการ
ทหารบก ฉบบั น้ี มีจุดมุ่งหมายเพื่อศึกษาถึงความเหมาะสมของการบริหารจัดการกา ลงัพลของ
เหล่าทหารพลาธิการ ที่บริหารจัดการ โดย กรมพลาธิการทหารบก ว่ามีความเหมาะสม กับ
แนวทางการรับราชการ ของ ก าลังพลในเหล่าสายวิทยาการ มาก น้อย เพียงใด พิจารณาจากยอด
การผลิตก าลังพล แต่ละประเภท ที่มีอยู่เดิม กับยอดการผลิตก าลังพลใหม่ ที่สมควรจะเป็ น เพื่อ
ก่อให้เกิดการหมุนเวียนก าลังพลแต่ละประเภท อย่างมีประสิทธิภาพต่อไป
วิธีการวิจัย เป็น การวิจัยเชิงปริมาณ โดยศึกษา ค้นคว้า หาข้อมูล จาก เอกสาร บัญชี สรุป
สถิติก าลังพล เหล่าทหารพลาธิการ ประเภทต่าง ๆ และการส่งแบบสอบถาม ไปยังกลุ่มเป้าหมาย
ต่าง ๆ ซ่ึงไดแ้ก่หน่วยข้ึนตรงของกองทพั บก ที่มีกา ลงัพลเหล่าทหารพลาธิการ บรรจุอยู่ในอตัรา
ของหน่วย มาวิเคราะห์ และกระท า โดยแสดงให้เห็นว่า การผลิตก าลังพล เหล่าทหารพลาธิการ แต่
ละประเภท ให้เพียงพอต่อความต้องการของหน่วยใช้ และเพื่อให้การบริหารจัดการก าลังพลใน
ภาพรวมอย่างมีประสิทธิภาพ น้นั ควรผลิตในจา นวนเท่าใด จึงจะเหมาะสม
ผลการวิจัยพบว่า แนวทางการบริหารจัดการก าลังพล เหล่าทหารพลาธิการ ในปัจจุบัน มี
จุดด้อยในตัวเอง ตลอดจนพบ ความไม่สอดคล้องกันในด้านจ านวนก าลังพล ที่ไม่เพียงพอต่อ
ความต้องการของหน่วยใช้ ซึ่ งส่งผลให้ การบริหารจัดการก าลังพล เหล่าทหารพลาธิการ ไม่
ก่อให้เกิดประสิทธิภาพส าหรับข้อเสนอแนะ เห็นควรอย่างยิ่ง ที่กองทัพบก แต่งต้ัง คณะท างานศึกษาหา
แนวทางในการบริหารจัดการก าลังพล เหล่าทหารพลาธิการ อย่างจริงจัง อีกคร้ัง โดยก าหนด
ปริมาณการผลิตก าลังพลให้เหมาะสมกับสภาวการณ์ในปัจจุบัน ตลอดจนจัดให้มี โครงการ
แลกเปลี่ยน / หมุนเวียนก าลังพล ไปปฏิบัติงานใน กองบัญชาการ กองทัพไทย เป็นต้น

The research’s objective on “The Carrier Path Development Of The
Quartermaster Corps Personnel Management Of The Quartermaster Division” is
to study the suitability of the personnel management of the quartermaster corps which
is managed by the quartermaster division. Determined from the amount of every kind
of men production, nowadays and it should to be. Due to a high efficiency man’s
movement in rank , later.
The method of quantity research studies from official document, the
personnel statistics of the quartermaster personnel each kind and questionnaires
sending to target groups, such as the main subordinate unit of The Royal Thai Army,
which has the quartermaster personnel in it’s unit. Then analyze all the collective data
to support the hypothesis. How many quartermaster men production is enough for the requirement of each unit and to improve the personnel management to a higher level
of efficiency or appropriate amount.
As the result, The Carrier Path Of The Quartermaster Corps Personnel
Management Of The Quartermaster Division at the present time has some weak points
in itself. The unmatching numbers of the personnel amount which is not enough for the
requirement, due to inefficiency of the quartermaster corps personnel management.
The researcher’s recommendation is, The Royal Thai Army would strongly be the
appointment of the working group, to a serious study for the resolution in the case of
personnel management problems again. By appropriately fixing the personnel
production at the present time, Transferring - Exchanging personnel , such as between
Supreme Commander Headquarter should be considered as well.
