ชื่อเรื่อง : การศึกษาระบบส่งก าลังบ ารุงตามโครงสร้างการจัดส่วนราชการใหม่ของ
กองทัพอากาศ

เอกสารวิจัยน้ีมีวตัถุประสงค์เพื่อศึกษาระบบส่งก าลังบ ารุงตามโครงสร้างการจัดส่วน
ราชการใหม่ของกองทัพอากาศ เนื่องจากกองทัพอากาศจะปรับเปลี่ยนโครงสร้างการจัดส่วน
ราชการใหม่โดยมีผลบังคับใช้ในเดือน เมษายน ๒๕๕๒ เพื่อให้สอดคล้องกับนโยบายการปฏิรูป
ระบบราชการของรัฐบาล และรองรับพระราชบัญญัติจัดระเบียบราชการกระทรวงกลาโหมฉบับ
ใหม่
การส่งก าลังบ ารุงของกองทัพอากาศเป็ นกิจกรรมสาขาหนึ่งที่มีความส าคัญอย่างมาก
และเกี่ยวข้องกับการปฏิบัติของทุกหน่วยงานในกองทัพอากาศท้งัในภาวะปกติในภาวะไม่ปกติ(ยาม
สงคราม) โดยงานด้านการส่งก าลังบ ารุงจะต้องด าเนินการให้สอดคล้องและสนับสนุนงานด้าน
ยุทธการเสมอ เพื่อเป็ นหลักประกันในการสนับสนุนก าลังทางอากาศให้มีความพร้อมและ
ตอบสนองภารกิจการใช้ก าลังทางอากาศได้อย่างมีประสิทธิภาพ แต่การเปลี่ยนโครงสร้างใหม่ของ
กองทัพอากาศคร้ังน้ีมีหน่วยงานในระบบส่งก าลังบ ารุงหลายหน่วยงานถูกยุบเลิกไป ซึ่งจะส่งผล
กระทบต่อการปฏิบัติงานในระบบส่งก าลังบ ารุงของกองทัพอากาศหรือไม่อย่างไร โครงสร้างการ
จัดส่วนราชการของกองทัพอากาศเดิมมีปัญหาข้อขัดข้องอย่างไร และโครงสร้างใหม่จะแก้ไข
ปัญหาขอ้ขดัขอ้งน้นัไดห้ รือไม่
วิธีด าเนินการวิจัยเป็ นการวิจัยเชิงคุณภาพ แบบพรรณนาเชิงวิเคราะห์ โดยรวบรวม
ข้อมูลจากเอกสารต่าง ๆ ที่เกี่ยวข้องได้แก่ โครงสร้างการจัดหน่วยระบบส่งก าลังบ ารุงของกองทัพอากาศตามโครงสร้างเดิม ปี ๒๕๓๙ และโครงสร้างใหม่ ปี ๒๕๕๒ ตลอดจนหลักการส่ง
ก าลังบ ารุง นโยบายและแนวความคิดในการส่งก าลังบ ารุงของกองทัพอากาศ ข้อมูลเอกสารทฤษฎี
เกี่ยวกบัการจดัองคก์ าร รวมท้งัไดร้วบรวมขอ้มูลจากการสัมภาษณ์บุคลากรผู้ทรงคุณวุฒิที่เกี่ยวข้อง
ผลจากการวิจัยพบว่า การจัดส่วนราชการตามโครงสร้างใหม่ของกองทัพอากาศน้ันมี
สายการบังคับบัญชาที่ส้ันลงการสั่งการและการรายงานตอบสนองได้รวดเร็ว ท าให้เกิดเอกภาพ
การบังคับบัญชา มีการมอบหมายงานและการกระจายอ านาจที่ชัดเจน สามารถก ากับดูแลสายงาน
พัสดุตามสายวิทยาการของตนเองซึ่ งอยู่ในความรับผิดชอบได้อย่างเต็มที่และตอบสนองความ
ต้องการในการส่งก าลังได้โดยตรง เกิดความประหยัดทรัพยากรที่ใช้ในการบริหาร โดยมีกรมส่ง
ก าลังบ ารุงทหารอากาศ ท าหน้าที่ควบคุม กา กับดูแลการปฏิบัติให้เป็นไปตามระเบียบคา สั่งและ
นโยบายของกองทัพอากาศ การจัดโครงสร้างใหม่ ท าให้การติดต่อประสานระหว่างหน่วยขอรับ
การสนับสนุน ได้แก่ กองบินซึ่งเป็ นหน่วยก าลังรบหลักของกองทัพอากาศ ถือเป็ นความเร่งด่วน
ล าดับแรกในการส่งก าลังบ ารุง กับกรมในส่วนส่งก าลังบ ารุงกระท าได้สะดวกรวดเร็ว ซึ่งงานการ
ส่งกา ลงับา รุงมีความจา เป็นอย่างยิ่งในการแลกเปลี่ยนขอ้ มูล การรายงานทางเอกสารต้องการสาย
งานการรายงานที่ส้ัน ข้อมูลทางเอกสารมีความถูกต้อง เป็นไปตามกฎระเบียบวิธีปฏิบัติต่างๆ มี
แนวทางปฏิบัติได้ถูกต้อง ท าให้ข้อมูลของเอกสารมีความสมบูรณ์ชัดเจน อีกท้ังลดการจัด
โครงสร้างที่สลับซับซ้อนมีหน่วยงานที่มีภารกิจงานที่คล้ายคลึงกัน จะช่วยก าจัดความสับสนในการ
ปฏิบัติงาน ซึ่งตามโครงสร้างใหม่ได้ยุบกองบัญชาการสนับสนุนทหารอากาศ โดยที่กรมส่งก าลัง
บ ารุงทหารอากาศ มีหน่วยข้ึนตรงที่มีชื่อเหมือนกนัและมีภารกิจหน้าที่คลา้ยกันอยู่แล้วจึงเป็ นการ
ลดระยะเวลาทางเดินของเอกสาร ลดความซ้า ซ้อนงาน และมีการแบ่งมอบอ านาจชัดเจน ถือได้ว่า
โครงสร้างระบบส่งก าลังบ ารุงตามโครงสร้างใหม่ของกองทัพอากาศน้ันเป็ นโครงสร้างที่ท าให้
ระบบส่งก าลังบ ารุงลดปัญหาขอ้ขดัขอ้งที่เกิดข้ึน สามารถเพิ่มประสิทธิภาพงานด้านการส่งกา ลงั
บ ารุงของกองทัพอากาศได้เป็นอย่างดี

ABTRACT

The objective of this research is to study the logistics according to the new
structure of the Royal Thai Air Force. The air force rearranged its organization
structure which became effective in April, B.E. 2 5 5 2 . The new structure is
corresponding to the reform government service policy, and to support the act of
legislation for the reorganizing of the Ministry of Defense.
Logistics of the Royal Thai Air Force is one of the essential activities and
involve to the operations of every unit of the air force during the normal situation and
war time. The administration of the logistics must be consistent and support the
operations to guarantee the air support with its readiness and effectiveness of the air
support mission. Several logistics units were removed in the new air force structure.
The removal of several logistics units may affect the operations of the Logistics of the
Royal Thai Air Force. The existing air force structure may have problems and
obstacles and the new structure may solve those problems.This study is a qualitative research with the descriptive methodology in
which the data is obtained from several documents such as the Air Force Logistics
structure according to its existing structure in B.E. 2539 and the new structure in B.E.
2552, logistics principles, policy and idea of the logistics of the Royal Thai Air Force,
the organizational planning theory. The data is also obtained by interviewing the
logistics experts.
The results from this research indicate that the new air force structure
has a short chain of command. The commanding and responding can be done very
quickly which result in the commanding unity. Work assignment and decentralizing
can be controlled according to their responsible logistics branches which respond
directly to their logistics requirements and to minimize their resource management.
The Logistics Directorate is responsible for the logistics administration and the
operations in accordance with the discipline orders and policies of the Royal Thai Air
Force. The new structure supports a faster communications between the requesting
units such as the flying units of the air force and each logistics branch. The logistics is
essential for the information exchanges, document reporting with shorter chain of
command. The documents must be accurate in accordance with the operational
procedures. The correct guidelines will result in the completeness of documents. The
new air force structure also helps reduce the complicated structure of units with similar
missions and the confusion in the operations. The Logistics Directorate was a
subordinate of the Air Support Command in the existing structure. The new structure
abolished the Air Support Command. The Logistics Directorate is now a direct
subordinate of the Royal Thai Air Force to reduce the chain of command, overlap
missions, and decentralizing. The Logistics of the new air force structure reduces the
existing problems and failure and increases the effectiveness of the logistics
performance of the Royal Thai Air Force.
