การวิจัยคร้ังน้ี เป็ นการศึกษาในเรื่องระบบการเมืองไทยต่อการพัฒนาคุณภาพชีวิต
โดยศึกษาเฉพาะกรณี แผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ ฉบับที่ ๙ มีวัตถุประสงค์เพื่อ
วิเคราะห์ถึงโครงสร้างและวิวัฒนาการของระบบการเมืองไทย วิเคราะห์การพัฒนาคุณภาพชีวิต
และดชั นีช้ีวดัคุณภาพชีวิต ตลอดจนคน้ หาความเกี่ยวขอ้งระหว่างระบบการเมืองไทยกับการพฒั นา
คุณภาพชีวิต โดยเน้นแผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ ฉบับที่ ๙ จึงมีลักษณะเป็ นการวิจัย
เชิงคุณภาพ ซึ่งได้อาศัยข้อมูลที่ค้นคว้าและรวบรวมจากแหล่งข้อมูลทุติยภูมิ เอกสาร รายงาน
ประจ าปี และผลงานวิจัยที่เกี่ยวข้อง
ผลการวิจัย พบว่า วิวัฒนาการของระบบการเมืองไทยที่ผ่านมา แสดงให้เห็นว่าการที่
จะพยายามปฏิรูปการเมืองให้เป็นประชาธิปไตย มิใช่สิ่งที่ถอดแบบมาจากสังคมอื่นโดยปราศจาก
ความเข้าใจในสังคม และประวัติศาสตร์ของตนเอง คนไทยจึงควรที่จะต้องท าความเข้าใจกับ
ระบบการเมืองไทยอย่างแท้จริง เพื่อที่จะเข้ามามีบทบาทได้อย่างสมบูรณ์ ในด้านการพัฒนา
คุณภาพชีวิตและดชั นีช้ีวดั เป็นเรื่องที่เกี่ยวขอ้งกบั สภาพความเป็นอยู่และการดา เนินชีวิตของปัจเจก
บุคคลในสังคม ซ่ึงเมื่อวิเคราะห์จากดัชนีช้ีวดัคุณภาพชีวิตท้งั ๙ หมวด ซ่ึงได้แก่ สุขภาพอนามยั ที่
อยู่อาศยั สิ่งแวดลอ้ ม การศึกษาความปลอดภยัสาธารณะ วัฒนธรรม การงานและชีวิตการท างาน
รายได้ และสวัสดิการสังคม จะพบว่าคนไทยในช่วง ๓ ปีที่ผ่านมา มีคุณภาพชีวิตที่ดีข้ึนในทุกๆ ด้าน ส าหรับความเกี่ยวข้องระหว่างระบบการเมืองไทยกับการพัฒนาคุณภาพชีวิต โดย
ศึกษาเฉพาะกรณี แผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ ฉบับที่ ๙ ได้มีการด าเนินการต่อ
เนื่องมาจากแผนพัฒนาฯ ฉบับที่ ๘ ที่ยึด “คนเป็นศูนย์กลางของการพัฒนา” ให้ความส าคัญกับการ
พฒั นาที่สมดุล ท้งัทางดา้นตวัคน สังคม เศรษฐกิจ และสิ่งแวดลอ้ ม รวมท้งัการสร้างระบบบริหาร
จัดการภายในที่ดีอันจะท าให้เกิดการพัฒนาที่ยั่งยืนอย่างแท้จริ ง จากการพัฒนาประเทศใน
แผนพัฒนาฯ ฉบับที่ ๙ ในภาพรวมจึงนับได้ว่าประสบความส าเร็จที่น่าพอใจ
จากการวิจัยคร้ังน้ี ผู้วิจัยมีข้อเสนอแนะว่า ควรจะมีการบริหารให้เกิดการแปลงแผน
ไปสู่การปฏิบัติอย่างจริงจังและต่อเนื่อง เพื่อให้เกิดการปฏิบัติที่เป็ นรูปธรรม รัฐบาลจะต้องเน้น
ความส าคัญของความมั่นคงของชีวิตมนุษย์หรือคุณภาพชีวิต และส ารวจว่าความต้องการข้ัน
พ้ืนฐานต่างๆ ได้รับการตอบสนองหรือไม่ มีสาเหตุปัญหาและอุปสรรคอย่างไร ท้งัน้ีเพราะความ
มนั่ คงของประเทศชาติจะมีไม่ได้ถ้าขาดความมั่นคงในด้านคุณภาพชีวิตของมนุษย์ผูอ้าศยอยู่ใน ั

This research aimed to analyze the structure and the evolution of Thailand’s
political system, the quality of life and its indicators, and to look for their concerns
which emphasizing on the 9 th National Economic and Social Development Plan. Due
to the research was categorized as the qualitative research, all information and data,
therefore, had been collected from the secondary data, documents, annual reports and
other concerned researches.
The results of this research indicated that the evolution of Thailand’s
political system in the past was not only the imitation from other cultures without our
own social and historical understanding but Thai people should also really understand
our own political system in order to play their roles perfectly. For the quality of life
development and its indicators, this matter concerns the living condition and individual
way of life in the society. When analyzing from the 9 indicators of the quality of life
which are health, housing, environment, education, public security, culture, work, income and social welfare, it showed that the quality of life of Thai people in the past 3
years had improved in all aspects. The concerning between Thailand’s political system
and the quality of life development emphasizing on the 9 th National Economic and
Social Development Plan had implemented continuously from the 8 th National
Economic and Social Development Plan which focused on “ Human as the centre of
development plan ”. This plan emphasized on the balance of development on human,
society, economy and environment including the well internal management system
which leading to the real sustainable development. Over all, it could be concluded that
the 9 th National Economic and Social Development Plan had achieved the satisfactory
success.
From this research, there are recommendations as follows : the
administration to turn the plan into the real action should be conducted seriously and
continuously in order to become more tangible. Moreover, the government has to
emphasize on the security of life or the quality of life and see whether all basic needs
are responded and whether there are any problems or obstacles. They should, then,
realize that the national security will not exist if there is no security on the quality of
life of the people in that country.
