การศึกษาเป็นปัจจัยข้นั พ้ืนฐานที่ส าคญั ยิ่ง ในการพัฒนาทรัพยากรมนุษย์ให้มีคุณภาพ
และมีคุณธรรม จริยธรรม เป็นพลเมืองดีของประเทศ โดยเฉพาะการศึกษาที่มีคุณภาพได้มาตรฐาน
จะส่ งเสริ มให้มีการยกระดับการศึกษา และพัฒนาคุณภาพชีวิต สามารถน าความรู้ที่ได้รับ
จากการศึกษา ไปใชใ้นชีวิตประจา วนั ท้งัการทา งาน หรือการประกอบอาชีพให้สอดคลอ้งกบั สังคม
ที่ มี ก าร เป ลี่ ย น แ ป ล งไ ด้ อ ย่ างเห ม าะ ส ม แ ล ะ เป็ น ก าลังส าคัญ ใ น ก าร พั ฒ น าป ร ะ เท ศ
ตามพระราชบัญญัติการศึกษาแห่งชาติ ก าหนดให้มีการประกันคุณภาพการศึกษาเพื่อพัฒนา
คุณภาพและมาตรฐานการศึกษาทุกระดับ ซ่ึงเป็นกระบวนการศึกษา ที่สร้างความมั่นใจ
และเป็ นหลักประกันต่อผู้ปกครอง ชุมชน และสังคม ว่าสถานศึกษาสามารถจัดการศึกษาได้
ตามมาตรฐาน ผู้ส าเร็จการศึกษามีความรู้ความสามารถ และคุณลักษณะต่าง ๆ ตามที่หลักสูตรก าหนด
วัตถุประสงค์ของเอกสารวิจัยฉบับน้ี จัดท าข้ึนเพื่อศึกษา วิเคราะห์ ระดับของ
ผลกระทบ และทราบปัญหาอุปสรรค พร้อมท้งัแนวทางแก้ไข ของปัจจัยด้านต่าง ๆ ที่มีผลกระทบ
ต่อความส าเร็จ ในงานประกันคุณภาพการศึกษา ของโรงเรียนช่างฝี มือทหาร วัตถุประสงค์อีก
ประการหนึ่ งคือ เพื่อหาแนวทางในการปรับปรุงพัฒนา ระบบประกันคุณภาพการศึกษา ของ
โรงเรียนช่างฝี มือทหารการวิจยัคร้ังน้ีเป็นการวิจยัเชิงส ารวจ ใช้แบบสอบถามที่สร้างข้ึนโดยอาศยัแนวคิดทฤษฎี
และผลงานวิจัยที่เกี่ยวข้องซึ่งประกอบด้วยค าถาม ๓ ส่วน คือส่วนแรกจะเป็นค าถามเกี่ยวกับ
รายละเอียดส่วนบุคคล ได้แก่ ระดับช้ันยศ อายุ อายุราชการ การศึกษา สถานที่ปฏิบัติงาน
ส่วนที่สองเป็ นค าถาม เกี่ยวกับข้อมูลปัจจัยด้านต่าง ๆ ที่มีผลกระทบต่อความความส าเร็จในงาน
ประกันคุณภาพการศึกษา ของโรงเรียนช่างฝี มือทหาร ๔ ด้าน ได้แก่ ปัจจัยด้านบุคลากร ปัจจัย
ด้านการบริหารจัดการ ปัจจัยด้านอาคารสถานที่ –วสั ดุอุปกรณ์และสิ่งอา นวยความสะดวกต่าง ๆ
และปัจจัยด้านการเงินและงบประมาณ ส่วนที่สามเป็ นค าถามแสดงความคิดเห็นอย่างอิสระ
ซึ่งมีลักษณะแบบปลายเปิ ด วิเคราะห์ข้อมูลโดยใช้โปรแกรมส าเร็จรูปเพื่อการวิจัยทางสังคมศาสตร์
SPSS/ PC สถิติที่ใช้คือ ค่าร้อยละใช้วิเคราะห์ลกั ษณะขอ้ มูลทวั่ ไป ค่าเฉลี่ยและค่าส่วนเบี่ยงเบน
มาตรฐานใช้วิเคราะห์ และอธิบายระดับผลกระทบของปัจจัยด้านต่าง ๆ ที่มีผลต่อความส าเร็จ
ในงานประกันคุณภาพการศึกษา ของโรงเรียนช่างฝี มือทหาร ค่านัยส าคัญ (ANOVA) ใช้วิเคราะห์
ความแปรปรวน ของกลุ่มประชากรที่แตกต่างกัน กับปัจจัยด ้าน ต่าง ๆ ที่มีผ ลต่อความส าเร็ จ
ในงานประกันคุณภาพการศึกษา ของโรงเรียนช่างฝีมือทหาร
ผลการวิจัย สรุปได้ว่าระดับผลกระทบของปัจจัยด้านต่าง ๆ ที่มีผลต่อความส าเร็จใน
งานประกันคุณภาพการศึกษา ของ โรงเรียนช่างฝี มือทหาร โดยรวมอยู่ในระดับมาก เมื่อพิจารณา
แต่ละด้านพบว่า ปัจจัยด้านอาคารสถานที่ – วัสดุอุปกรณ์และสิ่งอ านวยความสะดวกต่าง ๆ
และปัจจัยด้านบุคลากร อยู่ในระดับมาก ส่วนปัจจัยด้านการบริหารจัดการ ปัจจัยด้านการเงิน
และงบประมาณ อยู่ในระดับปานกลาง
ส าหรับการวิจัยน้ี ได้น าเสนอแนวทางในการปรับปรุงแก้ไขปัจจัยด้านต่างๆ
ที่มีผลกระทบต่อความส าเร็จในงานประกันคุณภาพการศึกษา ของ โรงเรี ยนช่างฝี มือทหาร
ในแต่ละด้าน แต่ละประเด็นที่สามารถน าไปพัฒนา ปรับปรุ งแก้ไข และเสริมสร้างให้บรรลุ
ตามวัตถุประสงค์ โดยเฉพาะปัจจัยด้านอาคารสถานที่ – วสั ดุอุปกรณ์และสิ่งอา นวยความสะดวก
ต่าง ๆ ที่มีผลกระทบมากกว่าด้านอื่น ๆ น้ันควรปรับปรุงและก่อสร้าง ระบบสาธารณูปโภคและ
สิ่งอา นวยความสะดวกต่าง ๆ เพิ่มเติม ให้พอเพียงต่อจ านวนนักเรียน และปรับปรุงสภาพแวดล้อม
ให้เอ้ืออา นวยต่อการเรียนการสอนและมีความปลอดภยั ตลอดจนจดั ซ้ือวสั ดุ–อุปกรณ์ ที่ใช้ในการ
ฝึ กศึกษาให้เพียงพอ ได้มาตรฐาน ทันเวลาและสอดคล้องกับหลักสูตร

Education is an important basic factor to develop human resource
with quality, virtue, morality and to be good citizen of the country.
An education with quality and standard will encourage for upgrading education
and developing the quality of life. All knowledge from education can be used
in daily life, for working in every occupation and can get along with a suitable
change for developing the country in accordance with the National Education.
Acts which have determined the educational quality assurance for developing
the quality and standard of education in every level. It is the procedure of
education that will assure and guarantee to parents, community and society that
the school will be able to manage the education with a standard and all
graduates will be fulfilled with capability and good competent determined in the
curriculum.The first objectives of this research is tostudy and analyze the level
of factors affecting to the problems, obstacles and how to solve problems
affecting to the educational quality assurance of the Military Technical Training
School. Another objectives is to find out method to develop the above
assurance.
This research is a survey research. All questionnaires used are
designed from the concept, theory and the concerned researches which consist
of three parts. The first part is composed of questions about personal
information such as ranks, ages, working periods, education and places of work.
The second part is about the detail of factors affecting to the success of the
educational quality assurance of the Military Technical Training School in four
factors : personnel, management, building - equipment - facility and budgeting.
The third part concerns the open-ended questionnaires that the opinion can be
expressed freely. All information will be analyzed by a sociology research
program (SPSS/PC). The statistic of percentage will be used for analyzing the
general information, means, standard deviations and the explanation of the
factors affecting to the educational quality assurance of the Military Technical
Training School. The ANOVA is used to analyze the variation of the different
groups of the population and the factors affecting to the success of the
educational quality assurance of the school.
The conclusion of this research as a whole show a great value of the
factors affecting to the success of educational quality assurance of the Military
Technical Training School. But if the research is considered into parts, it will show a great value in the part of land and building, equipment, facility,
personnel but shows the administration and management is in the middle level.
This research shows how factors affecting to the success of the
educational quality assurance of the Military Technical Training School should
be solved and developed to meet the objectives especially in the part of land and
build, equipment and facility as they are affected more than the other parts,
therefore all utility and facility should be restored and built to support a large
number of the students. The environment of the school is also should be suitable
developed for learning and teaching purposes with safety as well as the supply
of materials and equipment should be provided with an adequate amount,
standard, time and suited with the curriculum of the school.
