บทคัดย่อ ชื่อเรื่อง : การรับรู้และเข้าใจในหลักธรรมาภิบาลของนักศึกษาวิทยาลัยการทัพและวิทยาลัย เสนาธิการทหาร ปี การศึกษา ๒๕๕๐ โดย : พันเอก ยุทธนินทร์ บุนนาค สาขาวิชา : การเมือง อาจารย์ที่ปรึกษาเอกสารวิจัย : พันเอก ( กิตติภัค ทองธีรธรรม ) พฤษภาคม ๒๕๕๐ การศึกษาในเรื่องการรับรู้และเข้าใจในหลักธรรมาภิบาลของนักศึกษาวิทยาลัยการทัพและ วิทยาลัยเสนาธิการทหาร ปีการศึกษา ๒๕๕๐ น้ีมีวัตถุประสงค์เพื่อที่จะทราบถึงระดับการรับรู้และ เข้าใจในหลักธรรมาภิบาลของนายทหารระดับช้ันยศ พันเอก พันเอก(พิเศษ) นาวาเอก นาวาเอก (พิเศษ) นาวาอากาศเอก และนาวาอากาศเอก(พิเศษ) ซึ่งถือได้ว่าเป็ นบุคลากรในระดับกลางของ กองทัพซึ่ งมีบทบาทที่มีความส าคัญเป็นอย่างยิ่งในการปฏิบัติงานในกองทัพ กลุ่มนักศึกษาของ วิทยาลัยการทัพและวิทยาลัยเสนาธิการทหารซึ่ งอาจจะถือได้ว่าเป็ นกลุ่มตัวแทนของนายทหารใน ระดับกลางของกองทัพได้ในระดับหนึ่ง ปัจจุบันทุกองค์กรไม่ว่าจะเป็ นหน่วยงานของรัฐหรือของเอกชนได้ให้ความส าคัญในเรื่อง ของหลักธรรมาภิบาล โดยเฉพาะอย่างยิ่งรัฐบาลปัจจุบันได้แถลงนโยบายที่ชัดเจนในการบริหาร ประเทศจะยึดถือหลกัธรรมาภิบาลเป็นแนวทางหลกัในการบริหารประเทศ ดงัน้นั หน่วยงานของรัฐจึง มีความจา เป็นเป็นอย่างยิ่งที่จะตอ้งน าเอาหลกัธรรมาภิบาลมาเป็นแนวทางในการปฏิบตัิเช่นเดียวกัน กองทัพซึ่งเป็นองค์กรหลักของประเทศไม่อาจจะหลีกเลี่ยงได้ที่จะต้องน าเอาหลักธรรมาภิบาลมาเป็น แนวทางหลักในการบริหารจัดการกองทัพ สมมุติฐานของการวิจัยในเรื่องการรับรู้และเข้าใจในหลักธรรมาภิบาล ผู้วิจัยได้มองว่า ปัจจัย ส่วนบุคคลซึ่ งได้แก่ เหล่าทัพที่สังกัด อายุ อายุราชการ แหล่งก าเนิด วุฒิการศึกษา สถานที่ท างาน รายได้ของครอบครัว และต าแหน่งงาน มีผลต่อการรับรู้และเข้าใจในหลักธรรมาภิบาล รวมถึงลักษณะการติดตามข่าวสารในเรื่องหลักธรรมาภิบาลก็จะมีผลต่อการรับรู้และเข้าใจในหลักธรรมาภิ บาลเช่นเดียวกนั การวิจยัคร้ังน้ีได้ด าเนินการตามระเบียบวิธีวิจัยด้วยการวิจัยเชิงปริมาณ(Quantitative Research) ผลการวิจัยพบว่าการรับรู้และเข้าใจในหลักธรรมาภิบาลของนักศึกษาวิทยาลัยการทัพและ วิทยาลัยเสนาธิการทหาร ปี การศึกษา ๒๕๕๐ มีปัจจัยส่วนบุคคลในเรื่องของ อายุราชการ ต าแหน่ง งานและลักษณะการติดตามข่าวสารในเรื่องหลักธรรมาภิบาลที่ผ่านทางสื่อและใม่ผ่านทางสื่อ มีผลต่อ การรับรู้และเขา้ใจในหลกัธรรมาภิบาลจากผลการวิจยัน้ีแสดงให้เห็นว่าอายุราชการของแต่ละบุคคล ที่ผ่านการท างานที่แตกต่างกันมีผลต่อแนวความคิดในเรื่องหลักธรรมาภิบาล เช่นเดียวกับต าแหน่งงาน ซ่ึงบุคคลที่มีหน้าที่การงานที่แตกต่างกันย่อมจะมีความเข้าใจในเรื่องน้ีแตกต่างกันด้วย ส่วนการ ติดตามข่าวสารในเรื่องหลักธรรมาภิบาลโดยผ่านทางสื่อและไม่ผ่านทางสื่อจะเกื้อกูลต่อการท าความ เขา้ใจในเรื่องน้ีไดเ้ป็นอย่างดี ในส่วนของกองทัพไทยถ้าได้มีการพัฒนาวิธีการรับรู้ในเรื่องหลักธรรมาภิบาลโดยเพิ่มเติม โดยการจดั สัมมนาจดั ประชุมหรือเปิดโอกาสให้ได้มีการพบปะพูดคุยในเรื่องหลกัธรรมาภิบาลก็จะยิ่ง ทา ให้ความเขา้ใจในเรื่องน้ีของกา ลงัพลในกองทพั มีความชัดเจนมากยิ่งข้ึน ซ่ึงจะส่งผลที่ดีที่จะเกิดข้ึน ภายในกองทัพ ท าให้กองทัพมีความสง่างามและเป็ นเสาหลักให้กับประชาชนและประเทศชาติได้ ตลอดไป

ABSTRACT Title: The Perception and Understanding in Good Governance Principles of War Colleges Students and Joint Staff College Students, Class 2007 By: Colonel Yuttanin Bunnag Major: Politics Research Advisor: Colonel (Kitthipuck Thongteerathm) May, 2007 The research on “The Perception and Understanding in Good Governance of War College Students and Joint Staff College Students, Class 2007” was aimed to study levels of perception and understanding on Principles of Good Governance among the students of Thai War Colleges and Joint Staff College, Class 2007. Since the Armed Force personnel with the rank of Colonel (Special) and Colonel in the Army, Special Captain and Captain in the Navy, as well as Senior Group Captain and Group Captain in the Air Force are considered to be moderate-level personnel. They play an important role in operation of the Armed Force. As a result, the War College students and Joint Staff College students can also be representatives of those moderate level personnel in the Armed Force. Nowadays, both government and private sectors concentrate on Principles of Good Governance; especially the current government has declared an obvious policy that Good Governance is certainly applied in all process of public administration. To follow this policy, all government agencies need to perform their tasks based on Principles of Good Governance. Being one of the main institutes of the country, the Thai Armed Force inevitably uses the Principles of Good Governance as a guideline in managing or directing its business. The hypothesis of this Quantitative Research were: (1) personal characteristics such as unit of services, age, years of service, military educational background, educational level, workplace, family income and work position affected perception and understanding of Principles of Good Governance; and (2) students’ habit of updating information about Good Governance either direct or indirect ways affected their perception and understanding of Principles of Good Governance. Results showed that personal factors regarding years of service, work position and habit of updating information about Good Governance either direct or indirect ways affected students’ perception and understanding of Principles of Good Governance. The analysis indicated that the difference in years of service influenced perception of each person on Principles of Good Governance. Likewise, different position affected different understanding of the students on this topic. The students’ habits of updating information about Good governance either direct or indirect ways well promoted understanding about this issue. Within the Thai Armed Force, increase of perception and understanding on Good Governance Principle can be promoted by arranging a seminar or a meeting in order to let personnel widely discuss and share their opinions on this topic. Its fruitful consequence will encourage the force to be elegant and trusting organization by transparency. Therefore the force can be the backbone for people and the country for good.
