การวิจยัในคร้ังน้ีมีวตัถุประสงค์เพื่อ ๑)ศึกษาความพร้อมของศูนย์การบินทหารบกกับ
บทบาทในการพัฒนาประเทศและการช่วยเหลือประชาชน ๒)ศึกษาความคิดเห็นของก าลังพลของ
ศูนย์การบินทหารบกที่มีต่อบทบาทในการพัฒนาประเทศและการช่วยเหลือประชาชน ๓) ศึกษา
ปัญหาและอุปสรรคในการด าเนินการพัฒนาประเทศและการช่วยเหลือประชาชนของศูนย์การบิน
ทหารบก
จ านวนประชากรที่ใช้ในการศึกษาวิจัย คือก าลังพลของศูนย์การบินทหารบก ช้ันยศ
สิบตรี –พันโท จ านวน ๑,๗๑๗ คน ค านวณหากลุ่มตัวอย่างโดยใช้ตารางของเคร็คกีและมอร์แกน
ได้กลุ่มตัวอย่างจ านวน ๙๔ คน จา แนกเป็นช้นัยศ สิบตรี–จ่าสิบเอกจ านวน ๖๔ คน ช้นัยศร้อยตรี–
ร้อยเอกจ านวน ๑๔ คน และช้ันยศพนั ตรี-พันโท จ านวน ๑๖ คน เครื่องมือที่ใช้ในการวิจัยได้แก่
แบบเก็บข้อมูลจริงของศูนย์การบินทหารบก แบบสอบถามความคิดเห็นของก าลังพลที่มีต่อ
บทบาทในการพัฒนาประเทศและการช่วยเหลือประชาชน ในองค์ประกอบ ๓ ด้าน คือ ๑) ภารกิจ
๒) ความสามารถของอากาศยานและบุคลากร และ ๓) หลักนิยมและแนวทางในการปฏิบัติงาน
และแบบสอบถามเกี่ยวปัญหาและอุปสรรค์ในการพัฒนาประเทศและการช่วยเหลือประชาชน สถิติ
ที่ใช้ในการวิเคราะห์ข้อมูล ใช้ค่าร้อยละ(%) ค่าเฉลี่ย (
X
) ส่วนเบี่ยงเบนมาตรฐาน (S.D.) และ
แปลผลตามเกณฑ์ที่ก าหนด
ผลการวิจัยพ บว่า ศูนย์การบินทห ารบก มีหน่ วยงานในบังคับบัญ ชาจ านว น
๑๐ หน่วย แบ่งเป็ นมีหน่วยงานที่กองทัพบกบรรจุมอบ(อัตราแยกต่างหาก) จ านวน ๒ หน่วย หน่วยฝากบังคับบัญชาจ านวน ๑ หน่วย มีกา ลงัพล รวมท้งัสิ้น ๓,๓๘๒ คน แยกเป็ นช้ันยศต ่ากว่า ส.ต.
จ านวน ๑,๖๑๔ คน ช้ันยศ ส.ต.-จ.ส.อ.จ านวน ๑,๒๐๙ คน ช้ันยศร.ต.-ร.อ.จ านวน ๒๒๒ คน
และช้ันยศ พ.ต.-พ.ท.จ านวน ๒๘๖ คน ต้ังแต่ พ.อ. ข้ึนไปจ านวน ๕๑ คน จ านวนอากาศยาน
ท้งัหมดได้แบ่งบรรจุไวใ้นหน่วยงานต่าง ๆ คือกองบินปี กหมุนที่ ๑ กองบินปี กหมุนที่ ๒ กองบิน
ปี กหมุนที่ ๓ กองบินปี กหมุนที่ ๙ (ผสม)กองบินสนับสนุนทวั่ ไป และ โรงเรียนการบินทหารบก
ส่วนจา นวนอากาศยานที่บรรจุอยู่ในหน่วยต่าง ๆ จา นวนท้ังสิ้น ๒๒๖ เครื่องและมีสภาพใช้การ
ได้ดี
ส่วนความคิดเห็นเกี่ยวกับบทบาทของศูนย์การบินทหารบกกับการพัฒนาประเทศและ
การช่วยเหลือประชาชนของก าลังพลมีการด าเนินงานที่เหมาะสมดีแล้ว ปัญหาและอุปสรรคในการ
พัฒนาประเทศตามบทบาทของศูนย์การบินทหารบก พบว่า มีปัญหาและอุปสรรคอยู่ในระดับ
ปานกลาง โดยสิ่งที่เป็นปัญหามากที่สุด คือ ความเพียงพอของงบประมาณในการด าเนินการ ส่วน
ปัญหาและอุปสรรคที่อยู่ในระดับน้อยที่สุดได้แก่ สมรรถนะของอากาศยานในการสนับสนุน

ABSTRACT

The purpose of this research were 1) To study the readiness for The Role of Army Aviation
Center for country development and civil operation 2) To study the opinion of the forces about The
Role of Army Aviation Center for country development and civil operation and 3) To find out the
problem and an obstacle in The Role of Army Aviation Center for country development and civil
operation.
The sample group for the study was selected from the forces in Army Aviation Center of
rank lance corporal - lieutenant colonel 1,768 persons and get sample group 94 persons separate
the rank, lance corporal - sergeant amount 64 persons , second lieutenant rank - army captain 14
persons amounts and major rank - lieutenant colonel 16 persons amounts. The instrument used in
this study was a questionnaire for information of the Army Aviation Center and opinion
questionnaire regarding the attitudes toward the Role of Army Aviation Center for country
development and civil operation in 3 side elements were 1) mission 2) ability duties of an aircraft
and the personnel, and 3) a pillar likes and the trend in work practice and the questionnaire about a
problem and an obstacle for country development and civil operation. The statistics that use in data
analysis were percentage (%), Mean (
X
), Standard Deviation (S.D.) and translate traditionally that
fix. The research result meets that Army Aviation Center there is an institute in command 1 0
division amounts divide have an institute where army packs to commit (Rate separates separately )
2 amounts are division the division deposits to command the 1 division amount there is the forces
be total 3,3 82 persons, lower lance corporal 1,614 persons , lance corporal - sergeant 1,20 9
persons, second lieutenant - army captain 222 persons, major - lieutenant colonel 286 and upper
colonel 5 1 persons. Aircraft amount has divided to pack in Air mobile company that 1 , 2, 3,
9 (mixed), the General Support Air mobile battalion and Army Aviation school. Aircraft part is
packed in he division differs amount 226 whole and have the state uses something well.
The opinion about The Role of Army Aviation Center for country development and civil
operation of the forces have operating that are appropriate Amen , problem part and an obstacle in
country development follow The Role of Army Aviation Center for country development and civil
operation that get into trouble and an obstacle is in the level moderation. The most problem were the
enough of the budget in the administration and the least problem were the capacity of aircraft in the
supporting operating follows the duty.
