การวิจัย ปัจจัยที่มีผลกระทบต่อพฤติกรรมการเลือกต้งัสมาชิกสภาผูแทนราษฎร ้
จังหวัดชัยภูมิ มีวัตถุประสงค์ ๒ ประการ คือ ๑) เพื่อศึกษาปัจจัยที่ส่งผลถึงพฤติกรรมในการ
ตดั สินใจไปใช้สิทธิเลือกต้งั ไม่ไปใช้สิทธิเลือกต้งั และไปใช้สิทธิเลือกต้งั แต่ไม่ประสงค์
ลงคะแนนผู้สมัครรับเลือกต้งั ๒) เพื่อศึกษาปัจจัยที่เป็นองค์ประกอบในการตัดสินใจเลือกผู้สมัคร
รับเลือกต้งัสมาชิกสภาผูแ้ทนราษฎร การวิจยัน้ีเป็นการวิจยัแบบส ารวจ (Survey Research) โดย
แจกแบบสอบถาม ผูม้ีสิทธิเลือกต้งัที่เป็นกลุ่มตวัอย่าง จา นวน ๔๕๐ คน แลว้นา ขอ้มูลมาวิเคราะห์
โดยใช้ โปรแกรม SPSS for Windows
ผลการวิจัย มีดงัน้ี
ตามวัตถุประสงค์ประการแรก ในด้านปัจจัยที่ส่งผลถึงพฤติกรรมในการใช้สิทธิ
เลือกต้งั พบว่า เพศชายและเพศหญิง ไปใช้สิทธิเลือกต้งัใกลเ้คียงกัน ส่วนใหญ่มีอายุระหว่าง
๑๖ – ๓๐ ปี ผู้มีความรู้น้อย จะไปใช้สิทธิเลือกต้ังมากที่สุด พฤติกรรมไปใช้สิทธิเลือกต้ัง
ส่วนใหญ่ไปใช้สิทธิทุกคร้ัง พฤติกรรมการติดตามข่าวสารเกี่ยวกบัการเลือกต้งั ส่วนใหญ่จะใชท้ าง
โทรทศั น์ หนังสือพิมพ์วิทยุตามลา ดับ สาเหตุที่ไปลงคะแนนเสียงเลือกต้ังแต่ไม่เลือกผูส้ มคัร
เนื่องจากไม่มีผูส้ มัครที่พอใจ สาเหตุที่ไม่ไปลงคะแนนเสียงเลือกต้ัง เนื่องจากเบื่อหน่ายพรรค
การเมืองตามวัตถุประสงค์ประการที่สอง ในด้านองค์ประกอบในการตัดสินใจเลือกผู้สมัครรับ
เลือกต้งั พบว่า ลงคะแนนเสียงเลือกผูส้ มคัร พรรค หัวหน้าพรรค ตามลา ดับ การตดั สินใจเลือก
ผู้สมัครแบบแบ่งเขต พบว่า พอใจในนโยบายพรรค ผู้สมัครเคยท าประโยชน์ให้ชุมชน และ
ผู้สมัคร มีความรู้ความสามารถ น่าเชื่อถือ ตามล าดับ
ข้อเสนอแนะ มีดงัน้ี
ข้อเสนอแนะจากการวิจัย การให้ข่าวสารความรู้ แก่ประชาชน เกี่ยวกับการเมืองการ
ปกครอง ควรกระท าอย่างต่อเนื่อง มิใช่กระท าเฉพาะในช่วงการเลือกต้ัง เท่าน้ัน โดยใช้สื่อที่
ส าคัญ คือ โทรทัศน์ หนังสือพิมพ์ และวิทยุ ควรให้ความรู้เกี่ยวกับความส าคัญของพรรค
การเมือง รณรงค์ให้ประชาชนร่วมกิจกรรมทางการเมือง ในขณะเดียวกัน พรรคการเมืองต้องให้
ความรู้แก่ประชาชน และสร้างฐานมวลชน ส่วนในการปฏิบตัิหนา้ที่ของขา้ราชการน้นั ควรยึดและ
ปฏิบัติตามมติคณะรัฐมนตรีที่ให้งานเลือกต้งัเป็นหนา้ที่ของทุกส่วนราชการ และควรมีการสัมมนา
เจ้าหน้าที่ เพื่อปรับปรุงการปฏิบัติงานคราวต่อไป ในด้านกฎหมาย ระเบียบต่างๆ ควรพิจารณา
ปรับปรุงข้นั ตอนการปฏิบตัิให้เกิดความยุติธรรมและคล่องตวัมากยิ่งข้ึน
ข้อเสนอแนะเพื่อการวิจัยครั้งต่อไป
ควรมีการศึกษาปัญหาที่ท าให้ประชาชนมาใช้สิทธิเลือกต้ังน้อย ศึกษาบทบาท
ความสัมพันธ์ระหว่างประชาชน พรรคการเมือง และผู้สมัคร ข้าราชการและกฎหมาย ระเบียบ
ต่างๆ ว่ามีบทบาทอย่างไร ในการพัฒนาการเมืองในระบบประชาธิปไตยABSTRACT

The research on the factor that effect election behavior in electing member
of the house of representative, Chaiyaphum province, has two objectives. The first one
is to study the factor on the decision to go to vote, not go to vote, and go to but not cast
the vote. The second is to study the factor in deciding chosen to vote for the member.
This research is the survey research by designing inquires. The 450 questionnaires had
been replied from the selected population, that total of 100 percent. The analysis in
statistics way is by the SPSS program for window.
The research results are as follow: according to the first objective in
deciding on the vote, the results are the male and female go to vote is nearly the same.
The majority age of people go to vote is between 16 to 30 year old. The person who
has the omniscient less will go to vote most. The one who go to vote will vote on every
election. The behavior on following the information about the election mostly is from
the television, newspaper, and radio, respectively. The reason to go to vote but not choose any applicant is that have no any satisfied applicant. The reason not to go to
vote is because of boring the political parties.
The second objective in deciding chosen to vote for the member found out
that the majority vote is for the applicant, the party, and the party leader, respectively.
The decision to choose the regional applicant is because of satisfying the party policy,
the applicant used to give to the community, and the noticeable knowledge and
omniscient ability of the applicant, respectively.
Suggestion on the research is as follow: continuing feed information to
people on politics and administration policies even not in the election interval by using
any type of media such as television newspaper and radio, etc. Also the research
suggest to give the knowledge about the importance of the political party and
motivate people to join the political activities. In addition the political party must share
the knowledge to people, to build the mass base. The duty practice of the government
personnel must follow the cabinet conclusion that the election works are duty of every
sectors and make sure they understand their duties. This is for the good of next
election. In the sense of law, all regulations should be consider to improve procedures
so that the fair play and facilitation will be more efficient.
Further research should be on the problem of motivating people to go to
vote and on studying the relation role between people, political party, and applicant,
government officer and the law, and the rules and regulations that effect roles in
developing political in democratic system
