ปัญหาภาวะหน้ีสินกา ลงัพลของหน่วยทหาร เป็นปัจจัยหนึ่งซึ่งท าให้เกิดผลกระทบ
ต่อประสิทธิภาพในการปฏิบตัิหนา้ที่ราชการ นอกจากน้นั ภาระหน้ีสินของแต่ละคนย่อมส่งผล
กระทบต่อความเป็นอยู่ของครอบครัว และสังคมทหารอย่างหลีกเลี่ยงไม่ได้
เอกสารวิจยัฉบบั น้ีมีวตัถุประสงค์ เพื่อศึกษาปัจจยัและสาเหตุที่ทา ให้เกิดภาระหน้ีสิน
ตลอดจนความรู้ ความเข้าใจ ของก าลังพลที่มีต่อโครงการสินเชื่อเพื่อพัฒนาคุณภาพชีวิตข้าราชการ
ทหาร วิธีด าเนินการวิจัยเป็นการวิจัยเชิงปริมาณ ประชากรที่ท าการวิจัยเป็นข้าราชการและลูกจ้าง
ที่ปฏิบัติงานในกรมสรรพาวุธทหารบก เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม เกี่ยวกับข้อมูล
ทวั่ ไป ความรู้ความเขา้ใจ และการตอบสนองของก าลังพล ที่มีต่อโครงการสินเชื่อเพื่อพัฒนา
คุณภาพชีวิตข้าราชการทหาร สถิติที่ใช้วิเคราะห์ข้อมูล ใช้ร้อยละ ค่าความถี่ ค่าเฉลี่ย และส่วน
เบี่ยงเบนมาตรฐาน
ผลการวิจัยสรุปได้ว่า “ โครงการสินเชื่อเพื่อพัฒนาคุณภาพชีวิตข้าราชการทหาร ” เป็น
ปัจจัยหนึ่งที่ส าคัญ ในการพัฒนาบุคลากรของกองทัพบก จ าเป็นต้องได้รับการปรับปรุงแก้ไข
เพื่อให้การด าเนินงานตามโครงการสินเชื่อเพื่อพัฒนาคุณภาพชีวิตข้าราชการทหาร มีประสิทธิภาพ ประสิทธิผล และได้รับความร่วมมือในการแกป้ ัญหาภาวะหน้ีสินกา ลงัพลของหน่วยทหารอย่าง
เป็นระบบ
ข้อเสนอแนะ ควรจัดให้มีกิจกรรมในเวลาว่างให้เกิดประโยชน์ เป็นอาชีพเสริมเพื่อหา
รายไดเ้พิ่มเติมให้กบัครอบครัวกา ลงัพล และส่งเสริมการศึกษานอกเวลาราชการเป็นการเพิ่มพูน
ความรู้ คุณวุฒิ เพื่อใช้พิจารณาเลื่อนฐานะ และปรับอัตราเงินเดือนค่าจ้าง ด าเนินการขยาย
โครงการสินเชื่อเพื่อพัฒนาคุณภาพชีวิตข้าราชการทหารให้ดีข้ึน โดยสร้างความเขา้ใจ และปลูก
จิตส านึกให้แก่ข้าราชการทหาร ในการด าเนินชีวิตโดยยึดหลัก “ ปรัชญาเศรษฐกิจพอเพียง ” เป็น
แนวทางน าไปสู่การพัฒนาที่มีคุณภาพ และส่งผลให้เกิดการพฒั นาแบบยงั่ ยืนต่อไปABSTRACT

The problems of the debt in the military units , be the one factor which
cause the effect on the efficiency in the duties of military services practice besides
debt responsibility of each person have an affect on their families and military
sociality unavoidably the objectives of this research for studying the factors that
make causes of debt including knowledge , understanding , to the project for develops
quality of official military personal life , the way to research this issues is a
quantitative research , a group of people in the researches is official personnel and
employees who work in the ordnance army department , a tool that use in the research
is the questionnaire , pertaining general data , knowledge , understanding , and the
reactionof the forces at for develop quality of official military personnel life ,
the statistics that use to analyze the data , use the percentage , frequency value ,
average and the standard of deviates part , the research results summarized that
the development project of quality of official military personnel life be the one
important factor to develop the Army personnel needed to improve the project for
the continuing project with effectively and the cooperation in condition debt forces
remedy of military personnel systematically for the suggestion , in the military units
should be held the activities in the free time for their advantages , be an occupation
additional for make an extra money for their families and encourage overtime
education is the expansion their knowledge , qualification , for using considerable
promotion , and fine rate of wage salary , manage enlarge credit project for
develop quality of military officials life improved by building understanding and
growing the conscious to military officials in the way of life by holding toone's
principle : sufficient economic philosophy for guidance rows the development of
good quality of life.
