การสื่อสารในระบบโทรคมนาคมทหาร เป็นปัจจัยหนึ่งที่เกี่ยวข้องกับการตัดสินใจและ
สั่งการของผูบ้ งัคบั บญั ชาท้งัในยามปกติและในยามไม่ปกติ และในปัจจุบนั เป็นยุคของขอ้มูลข่าวสาร
ตลอดจนเทคโนโลยีด้านการติดต่อสื่อสาร มีการเปลี่ยนแปลงอย่างรวดเร็ว สามารถให้บริการได้
หลากหลายสื่อท้งในรูปแบบเสียง ข้อมูล และภาพ ั เป็นเหตุให้ ต้องมีการพิจารณาปรับปรุงระบบ
โทรคมนาคมทหารให้ทันสมัย และเพียงพอที่จะสนองความต้องการของผู้ใช้ทุกรูปแบบครอบคลุม
พ้ืนที่ทวั่ ทุกภาคของประเทศ ท้งัในวนั น้ีและในอนาคต เพื่อที่จะให้ระบบโทรคมนาคมทหาร เป็น
โครงข่ายหลักของกองทัพไทยที่ตอบสนองต่อความต้องการด้านการสื่อส่ารได้อย่างมีประสิทธิภาพ
การวิจัยในคร้ังน้ีมีวัตถุประสงค์เพื่อศึกษาแนวทาง ในการพัฒนาระบบโทรคมนาคม
ทหาร ให้มีประสิทธิภาพสามารถตอบสนองต่อความต้องการด้านการสื่อสาร ได้อย่างเพียงพอ
และบริการได้อย่างหลากหลายสื่อ ท้งัในรูปแบบเสียงข้อมูลและภาพครอบคลุมทุกพ้ืนที่ทวั่ ทุกภาค
ของประเทศโดยสมมติฐานของการวิจัยในคร้ังน้ี คือทุกเหล่าทัพมีการบูรณาการข่ายการ
ติดต่อสื่อสารร่วมกนั ท้งัในเรื่องโครงข่ายและเทคโนโลยีที่มีมาตรฐานเดียวกัน
วิธีด ำเนินกำรวิจัยเป็ นกำรวิจัยเชิงพรรณนำ โดยอำศัยข้อมูลปฐมภูมิและทุติยภูมิจำก
แหล่งต่ำงๆ มำประกอบกำรวิเครำะห์ปัญหำ และเนื่องจำกผู้วิจัยมีประสบกำรณ์ในกำรปฏิบัติงำน
ด้ำนสื่อสำรโทรคมนำคม จึงมีโอกำสไดท้ รำบถึงปัญหำที่เกิดข้ึน และไดร้วบรวมขอ้มูลข้นั ปฐมภูมิ
จำกเอกสำรต่ำงๆ ที่เกี่ยวข้อง จำกน้ันจึงได้คน้ควำ้และรวบรวมขอ้ มูลในข้นั ทุติยภูมิจำกแหล่ง
ต่ำงๆ โดยประกอบข้อมูลท้ังปวงรวมเข้ำด้วยกันกับกำรสัมภำษณ์ผู้ที่ปฏิบัติงำนด้ำนสื่อสำร
โทรคมนำคม รวมท้ังผู้ทรงคุณวุฒิ เพื่อน ำมำก ำหนดแนวควำมคิดในกำรพัฒนำระบบ
โทรคมนำคมทหำรให้เป็ นโครงข่ำยหลักของกองทัพที่สำมำรถให้บริ กำรได้หลำกหลำยสื่ อ
ครอบคลุมทุกพ้ืนที่ทั่วทุกภำคของประเทศน้ัน ผลของกำรวิจัยสรุปได้ว่ำ ที่ผ่ำนมำน้ันแต่ละ
หน่วยต่ำงก็ด ำเนินกำรปรับปรุงพัฒนำระบบสื่อสำรของตนเอง ท ำให้เกิดควำมซ้ ำซ้อนในกำรวำง
เครือข่ำยและมีมำตรฐำนของระบบแตกต่ำงกัน จึงท ำให้กำรเชื่อมต่อระบบท ำได้ยำกหรือไม่
สำมำรถท ำได้ประกอบกับกำรใช้งำนบนโครงข่ำยไม่มีประสิทธิภำพเท่ำที่ควรและเป็ นกำร
สิ้นเปลืองงบประมำณระบบโทรคมนำคมทหำร ของกองบัญชำกำรทหำรสูงสุด ในปัจจุบัน
สำมำรถให้กำรบริกำรได้หลำกหลำยสื่อในบำงพ้ืนที่เท่ำน้ัน ไม่สำมำรถให้บริกำรไดท้ ุกพ้ืนที่ทวั่
ทุกภำคของประเทศ ตลอดจนแต่ละเหล่ำทัพใช้เทคโนโลยีที่แตกต่ำงกันไม่สอดคล้องทันต่อกำร
เปลี่ยนแปลงทำงเทคโนโลยีทำงกำรสื่อสำร โครงข่ำยแต่ละโครงข่ำยไม่สำมำรถใช้เป็นข่ำยทดแทน
ซึ่งกันและกันได้
ขอ้เสนอแนะในกำรพฒั นำระบบโทรคมนำคมทหำรน้นั จะต้องมีคณะกรรมกำรอย่ำง
เป็ นรู ปธรรมในกำรบูรณำกำรโครงข่ำยกำรติดต่อสื่อสำรของกองทัพไทย กำรพัฒนำระบบ
โทรคมนำคมทหำร ที่กองบัญชำกำรทหำรสูงสุด รับผิดชอบ ให้เป็ นโครงข่ำยหลักของกองทัพ
ไทยบนพ้ืนฐำนกำรสื่อสำรแบบ IP ที่สำมำรถให้กำรบริกำรหลำกหลำยสื่อท้งั เสียง ขอ้มูลและภำพ
รองรับระบบควบคุมบังคับบัญชำ C

The communication in military telecommunication system is the one factor
pertaining to the making a decision and command of immediate both of superior
during usual and during are unusual. And in now the age of the news information
including side communication Technology there is the change quickly can service
get various mass both of media in sound format data and a picture . Cause must have
the meditation adjusts military telecommunication system modernly and enough to
meet the demand of every format user cover the area throughout every a part of the
country both of in today and in the future . In order to give military telecommunication
system be backbone of Royal Thai Armed Forces network have to build side
requirement something mass cold sores media efficiently. The research in this time
have the objective for studies the trend in military telecommunication system
development have the efficiency can build side communication requirement get
sufficiently and serve get variously mass both of media in sound data format and a
picture cover every the area throughout every a part of the country by the hypothesis of
the research in this time are every military communication integration accompany with
both of the network and the Technology that have same standard.
Research methodology are descriptive research by live primary data and the
secondary cell from all place come to engage in analyse problem because of the
researcher has an experience in work side practice communicates the telecommunication then likely get know about a problem that happen and get collect
level primary data from all document at relates , from that time then get do research
work and collect the data in secondary cell level from all place by assemble the data
whole join with interviewing who practices side work communicates the
telecommunication and the knowledgeable people for bring fix the idea in military
telecommunication system development to make backbone network for Royal Thai
Armed Forces can service various mass media cover every the area throughout every
a part of country . The research can summarize acting as change to come to each that
the division differs manage adjust develop the system communicates of oneself cause
the overlap in layying network and have the standard of different system then make or
not is linking up system can difficult can do to assemble with the usability on the
network has no the efficiency as expected and are consuming budget military
telecommunication system in now can testify can serve various mass media in the
somewhere only can not can service every the area throughout every a part have of the
country each military communication uses different Technology don't be consistent in
time build technological way communication change each network can not use to is
the net has paid back each other .
The suggestion in military telecommunication system that development will
must have committee become visiblely in something network communication Thai
integration. Military telecommunications system development at the the Supreme
Command Headquarters be responsible like a backbone base on IP which serve
various mass both of media , sound , the data and a picture support the system controls
to command , C4I , military information system , air defence and news information
other system has since normal times linking up system can communicate the tactics
every the area can link up with the network communicates of government service part
and State other Enterprises and must have the network reserves in the times of
emergency.
