การวิจยัน้ีมีวตัถุประสงคเ์พื่อศึกษา ข้อขัดข้อง อุปสรรค จุดแข็งและจุดอ่อน ของมาตรการ
การต่อต้านการข่าวกรองเชิงรุกของกองทัพอากาศ ที่เป็นอยู่ในปัจจุบัน และเพื่อเสนอแนวทาง
การปรับปรุงมาตรการการต่อต้านการข่าวกรองเชิงรุกของกองทัพอากาศ
วิธีด าเนินการวิจัย เป็นการวิจัยเชิงพรรณนา (Survey Research) ด้วยการศึกษา รวบรวม
ข้อมูล ที่เกี่ยวข้องกับการต่อต้านการข่าวกรองเชิงรุก และกลุ่มก่อการร้ายสากล จากเอกสารของทาง
ราชการ เอกสารทางวิชาการ เอกสารวิจัยส่วนบุคคล ข้อมูลจากแบบสอบถาม และการสัมภาษณ์
ผู้บังคับบัญชาหน่วยปฏิบัติการพิเศษ ฝ่ ายอ านวยการของกรมข่าวทหารอากาศ ผู้บังคับบัญชา และ
เจ้าหน้าที่ปฏิบัติการต่อต้านการข่าวกรองเชิงรุกของกองทัพอากาศ
ผลการวิจัย มาตรการการต่อต้านการข่าวกรองเชิงรุกของกองทัพอากาศ ในปัจจุบันมีปัญหา
ข้อขัดข้อง และอุปสรรค ที่ส าคัญคือ ความรู้ความสามารถของเจ้าหน้าที่ปฏิบัติการต่อต้าน
การข่าวกรองเชิงรุก เป็นอุปสรรคต่อการปฏิบัติงานให้มีประสิทธิภาพ การขาดแคลนเจ้าหน้าที่
ปฏิบัติการต่อต้านการข่าวกรองเชิงรุกที่มีความรู้ความสามารถ และมีประสบการณ์สูง เจ้าหน้าที่
ปฏิบัติการบางส่วน ขาดการฝึกอบรมเพิ่มเติมอย่างสม่า เสมอ เครื่องมือสื่อสาร และยุทโธปกรณ์
มีจ านวนไม่เพียงพอ ล้าสมัย และไม่มีประสิทธิภาพเท่าที่ควร ระบบแฟ้มข้อมูลข่าวกรองเกี่ยวกับ
กลุ่มก่อการร้ายสากล โดยผ่านระบบเทคโนโลยีสารสนเทศที่มีการรักษาความปลอดภัย ยังไม่มี
ความสมบูรณ์ ส่วนการแลกเปลี่ยนข้อมูลข่าวกรองกับหน่วยข้างเคียง และมิตรประเทศ เพื่อให้ได้รับข้อมูลข่าวกรองในเชิงลึก ยังไม่รับความร่วมมือเท่าที่ควร หรือยังขาดการติดต่อประสานงาน
โดยใกล้ชิด รวมท้งัการสร้างเครือข่ายประชาชนในพ้ืนที่รับผิดชอบ และการจดั ต้งัแหล่งข่าวที่มี
คุณภาพยังไม่เป็นระบบ และขาดความต่อเนื่อง พ้ืนที่รับผดิชอบบางแห่งเอ้ืออา นวย ต่อการปฏิบัติการ
ของกลุ่มก่อการร้าย เช่น สภาพภูมิประเทศโดยรอบสนามบิน ส าหรับแนวทางการปรับปรุงมาตรการ
ต่อต้านการการข่าวกรองเชิงรุก สรุปได้คือ การจัดหาบุคลากรให้มีจ านวนเพียงพอ และเหมาะสม
กับคุณลักษณะของงานต่อต้านการข่าวกรองเชิงรุก การฝึ ก และศึกษาวิทยาการด้านต่อต้านการข่าว
กรองเชิงรุกต่อเป้าหมายการก่อการร้ายสากล อย่างเป็นระบบ และต่อเนื่อง การขอรับการสนับสนุน
ด้านงบประมาณ และยุทโธปกรณ์ที่ทันสมัย การสร้างเครือข่ายประชาชนบริเวณพ้ืนที่รับผิดชอบ
ของกองทัพอากาศ การจดั ต้งัแหล่งข่าวที่มีคุณภาพ โดยสามารถเขา้ถึงเป้าหมายไดอ้ย่างแทจ้ริง
การขยายหน่วยปฏิบัติการต่อต้านการข่าวกรองเชิงรุก ไปยงัพ้ืนที่ต่างจงัหวดัที่ส าคญั และการจดัต้งั
ศูนย์ข้อมูลข่าวกรองต่อต้านการก่อการร้ายสากลของกองทัพอากาศ
ข้อเสนอแนะ โดยให้หน่วยงานของกองทัพอากาศ เช่น กรมก าลังพลทหารอากาศ
กรมข่าวทหารอากาศ กรมยุทธการทหารอากาศ ส านักงานปลัดบัญชีทหารอากาศ หน่วยบัญชาการ
อากาศโยธิน ส านักงานผู้บังคับทหารอากาศดอนเมือง และแผนกการข่าวกองบิน พิจารณารับไป
ด าเนินการตามแนวทางการปรับปรุงมาตรการการต่อต้านการข่าวกรองเชิงรุกดงักล่าว ท้งัน้ีเพื่อช่วย
ยบัย้งั หรือลดการปฏิบตัิการรุนแรงของสมาชิกเครือข่ายกลุ่มก่อการร้ายสากล ให้ได้ผลอย่างแท้จริงABSTRACT
Title : Guide Line To Improve The Counter Offensive Intelligence
Measure Against International Terrorism Target

The objective of this research is to study problem, obstructions, strong points and
weak points of the counter offensive intelligence measure against international terrorism target of
the Royal Thai Air Force (RTAF) conducting presently.
This study has been made by mean of research in description and survey by studying,
collecting information about the counter offensive intelligence and international terrorism. Such
information was acquired from official and educational documents, personal research works,
questionnaires and interviewing of commanders and staff from the units that deal with counter
offensive intelligence of the RTAF.
The result of the research has shown that the problem and obstructions of the counter
offensive intelligence measure of the RTAF is the lack of intelligence staff who are capable and
have high expensive. Staff do not have additional trainings consistently. Such shortage has impact
on efficiency of the intelligence units. Communications equipments are outdated and insufficient.
Intelligence file system about international terrorists through the RTAF on-line information
technology system, with the password accessibility, does not work property. The closedcooperation
the RTAF, other intelligence units and allied countries in exchanging of precise information
are not the strong point. While the weak point concerning of people-networks and quality agents in the responsible areas have not a continucity and a system. Some responsible terrains favor
the terrorists’ activities, such as areas surrounding the airports. In conclusion, the guide line in
improving of counter offensive intelligence measure is that the RTAF recruit enough manpower
to fit the types of work. Providing education and trainings on counter offensive intelligence against the
international terrorism target systematically and continuously. Other improvements include
requesting for budget and modernized equipments, creating people networks and efficient intelligence
agents, who can approach to the targets, in the responsible areas. In addition, the counter
offensive intelligence units are to be increased in the major provinces, and a counter international
terrorism information center should also be setup.
Recommendation - - the RTAF units concerned, consist of Directorates of Personnal,
Intelligence, Operations, Comptroller and intelligence sections on Airbases, are to act according to
the guide line im order to effectively improve the above – mentioned measures and prevent the
members of international terrorism from causing the problems in the Kingdom of Thailand.
