ปัจจุบนัการก่อการร้ายสากลน้นัไดก้ลายเป็นภยัคุกคามต่อความมนั่ คงของโลก เป็นหน่ึง
ในภยัคุกคามในศตวรรษที่ ๒๑ นบั ต้งัแต่เหตุการณ์การก่่อการร้ายสากลในสหรัฐอเมริกาเมื่อวนั ที่
๑๑ กันยายน ๒๕๔๔ จะเห็นได้ว่าสถานการณ์การก่อการร้ายสากลได้มีการพัฒนาเปลี่ยนแปลงรูปแบบ
ผสมผสานกับเทคโนโลยีและมีความรุนแรงที่เพิ่มสูงข้ึน ประเทศไทยเป็นประเทศหน่ึงในภูมิภาคเอเชีย
ตะวันออกเฉียงใต้ที่มีแนวโน้มว่าผูก้่อการร้ายสากลจะเขา้มาปฏิบตัิการเพิ่มมากข้ึน ดงัน้ันหน่วย
ปฏิบัติการพิเศษกองทัพอากาศ ( นปพ.ทอ. ) ซึ่งเป็นหน่วยงานหนึ่ง ที่ได้รับมอบหมายภารกิจใน
การต่อตา้นการก่อการร้ายสากลในพ้ืนที่ที่กองทัพอากาศรับผิดชอบ รวมท้งัตอ้งให้การสนบั สนุน
หน่วยปฏิบัติการพิเศษของเหล่าทัพอื่นและของส านักงานต ารวจแห่งชาติ เมื่อได้รับการร้องขอ จึง
จ าเป็นจะต้องเตรียมความพร้อมในอันที่จะเผชิญและแก้ไขต่อสถานการณ์การก่อการร้ายสากล ที่
อาจจะเกิดข้ึน
วัตถุประสงค์ของการวิจัย เพื่อศึกษาถึงรูปแบบของการก่อการร้ายสากล,องค์การก่อการร้าย
ที่ส าคัญ,การปฏิบตัิการที่มีผลกระทบต่อความมนั่ คงของโลกในภูมิภาคต่างๆ และศึกษาวิเคราะห์
แนวโนม้และรูปแบบของการก่อการร้ายสากลที่อาจจะเกิดข้ึนในประเทศไทยได้ในอนาคต รวมท้งั
เสนอแนะบทบาทของหน่วยปฏิบัติการพิเศษกองทัพอากาศ ( นปพ.ทอ. ) เพื่อให้สามารถเผชิญและ
แก้ไขสถานการณ์การก่อการร้ายสากลในรูปแบบที่เปลี่ยนไปได้อย่างมีประสิทธิภาพ
การวิจัยใช้วิธีการวิจัยเชิงพรรณนา โดยการศึกษาค้นคว้าจากต ารา เอกสารทางวิชาการ
เอกสารวิจัยส่วนบุคคล วารสารต่าง ๆ ข้อมูลจากอินเตอร์เน็ตที่เกี่ยวข้องและข้อมูลด้านการข่าวที่มีผู้
รวบรวมไวก้่อนแลว้ นอกจากน้ียงัใชข้อ้มูลจากการสัมภาษณ์บุคคลที่เกี่ยวขอ้งกบัการด าเนินงาน
ด้านการต่อต้านการก่อการร้ายสากล จากหน่วยปฏิบัติการพิเศษกองทัพอากาศ จากน้นั นา ขอ้มูลมา
วิเคราะห์และสรุปออกมาเป็นผลการวิจัยและข้อเสนอแนะต่าง ๆ
ผลของการวิจัยพบว่าการก่อการร้ายสากลในปัจจุบันมีแนวโน้มในการปฏิบัติการที่รุนแรง
มากข้ึนโดยไม่ไดจ้า กดัเวลาและสถานที่ มีการใช้เทคนิค วิธีการที่แยบยล มีเครือข่ายโยงใยกันอย่าง
กว้างขวาง เพื่อให้หน่วยปฏิบัติการพิเศษกองทัพอากาศ (นปพ.ทอ.) สามารถปฏิบัติการแก้ไขปัญหา
การก่อการร้ายสากลในรูปแบบที่เปลี่ยนไปไดอ้ย่างมีประสิทธิภาพน้นั จ าเป็นจะต้องมีการพัฒนา
หน่วยหลายด้าน อาทิเช่น ด้านโครงสร้างการจัดหน่วย ด้านก าลังพล ด้านอาวุธยุทโธปกรณ์และ
อุปกรณ์พิเศษ ด้านการฝึ กศึกษาและด้านแผนการปฏิบัติ
ข้อเสนอแนะจากการวิจัย ควรปรับโครงสร้างการจัดหน่วยของ หน่วยปฏิบัติการพิเศษ
กองทัพอากาศ ให้มีความสมบูรณ์ในตวัเองมากข้ึน โดยการจดั ส่วนปฏิบตัิเป็นชุดปฏิบตัิการที่มีชุด
เก็บกู้วัตถุระเบิดอยู่ในอัตราการจัดของหน่วย,ด้านก าลังพลควรจัดให้มีการบริหารจัดการเรื่องก าลัง
พลที่ดี โดยการพัฒนาปรับปรุงหลักสูตร COMMANDO และหลักสูตร PARARESCUE (PJ) ให้
เป็นหลักสูตรเดียวกัน หน่วยก็จะสามารถหมุนเวียนก าลังพลได้อย่างเหมาะสม , ด้านอาวุธยุทโธปกรณ์
และอุปกรณ์พิเศษ ควรพิจารณาจัดหาอาวุธยุทโธปกรณ์และอุปกรณ์พิเศษที่เพิ่มขีดความสามารถ
และความพร้อมรบที่หน่วยต้องการ และควรให้ความส าคัญต่อกับการฝึ กและศึกษาของหน่วยและ
ก าลังพลอย่างต่อเนื่อง นอกจากน้ีควรพัฒนาปรับปรุงแผนการปฏิบัติต่าง ๆ รวมท้งัแผนเผชิญเหตุ
ให้ทันสมัยอยู่เสมอเพื่อให้หน่วยมีความพร้อมที่จะออกปฏิบัติการได้ทันที ทันต่อเหตุการณ์ในทุก
ภารกิจที่ได้รับมอบหมาย
ABSTRACT

In the 21st Century, international terrorism has become a prevalent worldwide security
threat. Since September11th
, 2001 attacks on New York, USA. It has been revealed that
international terrorism has developed and adopted a high technological sophisticated strategy which
has become aggressively violent. The Kingdom of Thailand is one of the country in the Southeast Asia
region where the terrorists tend to attack increasingly. The RTAF. Special Force, therefore; is assigned to
anti -terrorism in the area of which the Royal Thai Air Force is responsible. Also, this unit has to support
another military Special Force and the National Police Bureau, when its services are requested. To confront
and defeat terror that can strike against Thailand, the Special Force is engaged in preparing a terrorism alert
level.
The purpose of this research are to study the strategy of international terrorism, this significant
terrorist groups and their operations attack which affect worldwide security. To analyse the trends and
strategies of terrorism which can happen in Thailand in the future. To recommend the role of the RTAF.
Special Force which can effectively confront and solve terror operations that are constantly in tactics and
strategies.
This is a descriptive analysis research. The data gathered in this study are from textbooks,
journals, individual research, and magazines. In addition to data and intelligence information gained through
the internet, informants from the RTAF. Special Force who are concerned which anti –terrorism operations
has been interviewed. The data are analyse in order to become a summary and a commentary for future use.
The result of this analysis shows the prevalence of international terrorism and its tendency to
be operated violently without time limitation and location. Besides the expanded network, complicated
tactics and strategies have been adopted for attacks. In order to the RTAF. Special Force defeat terror
attacks effectively, it has been necessary for this unit to develop in many fields. For example, the
organization, personnel, munitions, special assets, training and operation plans have been upgraded.
The commentary reveals that to become move effective in operations, the RTAF. Special
Force organization should be adjusted by managing the operation team, which is well equipped with the
Explosive Ordnance Disposal in table of organization. In personnel management, the unit should be well
managed on a personnel basis by improving and comings Commando course and Pararescue course (PJ)
together. In this way, the unit can circulatethe personnel appropriately. In the issue of munitions and special
assets, they should beprovide. Besides munitions and special assets increasing high potential and a stage of
alert should be maintained. The importance of sustained in personnel training and study of the unit
are also considered. Furthermore, in order to be prepared to operate the mission which is assigned
immediately the operation plans including contingency plans should be improved in a
sophisticated manner to be ready to face every situation or stage of emergency that may arise.
