เพื่อตอบสนองยุทธศาตร์ชาติ 20 ปี (25612580) ด้านการสร้างโอกาสความเสมอภาคและความเท่าเทียม
ทางสังคม : ศึกษาเฉพาะกรณีศูนย์ด ารงธรรมจังหวัดนราธิวาส มีวัตถุประสงค์เพื่อให้ทราบถึงปัญหา
อุปสรรค ในการให้บริการประชาชน แนวทางการพัฒนาประสิทธิภาพ ประสิทธิผล ตลอดจน
ข้อเสนอแนะในการเพิ่มประสิทธิภาพ ประสิทธิผล ภารกิจของศูนย์ด ารงธรรมจังหวัดทั้งในภาพรวม
และเฉพาะกรณีศูนย์ด ารงธรรมจังหวัดนราธิวาส ด าเนินการศึกษาวิจัยในเชิงคุณภาพ (Qualitative
Research) โดยศึกษาจากเอกสาร ประกอบกับวิธีการสัมภาษณ์เชิงลึก (Indept Interview)
จากผู้ให้ข้อมูลส าคัญ ซึ่งเป็นผู้บริหาร ผู้ปฏิบัติงาน และผู้ใช้บริการศูนย์ด ารงธรรมจังหวัดนราธิวาส
จ านวน 19 คนผลการวิจัยพบว่า ศูนย์ด ารงธรรมจังหวัดทั้งในภาพรวมและในจังหวัดนราธิวาส
ยังมีปัญหาด้านโครงสร้าง ด้านบริหารจัดการ ด้านนโยบายและข้อกฎหมาย ด้านบุคลากร และด้านการ
เทคโนโลยีข้อมูลข่าวสาร ตลอดจนการจัดระบบงาน ซึ่งมีความจ าเป็นต้องปรับปรุงแก้ไข ทั้งการสร้าง
การยอมรับจากส่วนราชการทุกภาคส่วน การให้ภาคธุรกิจและภาคประชาชนเข้ามีส่วนร่วมในลักษณะ
ประชารัฐ การปรับปรุงแก้ไขกฎหมาย การพัฒนาบุคลากรในทุกด้าน การพัฒนาปรับปรุงเทคโนโลยี
ระบบข้อมูลให้เป็นเอกภาพ การเพิ่มประสิทธิภาพ การติดตามงานด้วยเทคโนโลยี การสร้างระบบ
การจัดการองค์ความรู้และการประชาสัมพันธ์เชิงกลยุทธ์ จากการศึกษาวิจัย มีข้อเสนอแนะเพิ่มเติม
ให้จัดโครงสร้างการบริหารจัดการศูนย์ด ารงธรรมจังหวัด และอ าเภอเชิงประชารัฐ มีการก าหนด
ระเบียบ รูปแบบการบริหารจัดการในศูนย์ด ารงธรรมตั้งแต่เริ่มจนจบให้ชัดเจนเป็นระบบ ควรคัดสรร
บุคลากรที่มีจิตใจบริการ มีการพัฒนาตนเองทุกด้าน รับฟังความทุกข์ร้อนของประชาชนเข้ามา
เป็นเจ้าหน้าที่ผู้ปฏิบัติงานให้มีการเชื่อมโยงข้อมูลระหว่างหน่วยงาน มีระบบการติดตามงานและ
สร้างระบบจัดการองค์ความรู้ที่มีประสิทธิภาพและที่ส าคัญคือ ผู้ว่าราชการจังหวัด ซึ่งเป็นผู้บริหารสูงสุด
ของจังหวัด และศูนย์ด ารงธรรมจังหวัดต้องให้ความส าคัญและติดตามภารกิจอย่างใกล้ชิดและต่อเนื่อง

The research‘Increasing effectiveness and Efficiency of Provincial Damrongdham
Center’s Missions to Respond the 20-year B.E. 2560 - 2579 National Strategy in Terms
of Social Equality : Studying only Cases in Damrongdhamma Center in Narathiwat Province’
was studied to learn the problems, obstacles of the services for people, the ways to
improve efficiency and effectiveness, and also suggestions to increase the efficiency
and effectiveness overall and specifically Narathiwat Province. This is a qualitative
research studied with documents and indept interviews from 19 executives, operators,
and service staff in the center. The research revealed that provincial Damrongdhamma
Center overall and specifically in Narathiwat province had problems about structures,
policy and law management, personnel, information technology, and work system
which is necessary to be improved. There should be acceptance from all state
agencies, joining with business sections, and public sections to adjust laws, improve
personnel, and develop the information technology to be unity, effectiveness, to
follow tasks with technology, and build the systems of knowledge management, and
strategic PR. According to the research, the suggestions are to build the structure of
the centers’ management in provinces and districts in the way of civil state by determine
the disciplines, the accurate management of processes from beginning to finishing,
recruiting service-minded personnel who always develop themselves and listen to
the people’s complaints linking the information between people and the organizations.
There should be the systems to follow missions and build the systems for knowledge
management. One of the most important matters is provincial governors, who are
the highest executives of each province and the Damrongdhamma centers must pay
attention and follow the missions continually and closely.
