การพัฒนาอุตสาหกรรมป้องกันประเทศกระทรวงกลาโหม และศึกษาเปรียบเทียบการพัฒนา
อุตสาหกรรมป้องกันประเทศของประเทศต่าง ๆ ทั้งยังเสนอแนะแนวทางการสนับสนุนภาคเอกชน
ของไทยให้มีขีดความสามารถในการผลิต โดยมีขอบเขตเนื้อหา ศึกษาเกี่ยวกับการพัฒนากิจการ
อุตสาหกรรมป้องกันประเทศในประเทศไทยและต่างประเทศ ศึกษายุทธศาสตร์การพัฒนา
วิทยาศาสตร์ เทคโนโลยี อุตสาหกรรมป้องกันประเทศกระทรวงกลาโหม พ.ศ. ๒๕๖๐ - ๒๕๗๙ และ
แผนที่น าทาง Roadmap และศึกษาแผนแม่บทอุตสาหกรรมป้องกันประเทศ พ.ศ. ๒๕๕๘ – ๒๕๖๓
เป็นการวิจัยเชิงคุณภาพ ผลการวิจัยสรุปได้ว่า จากการวิเคราะห์ข้อมูลรูปแบบของอุตสาหกรรม
ป้องกันประเทศของประเทศไทยและต่างประเทศ ท าให้ได้รับรู้หลักการและปัจจัยต่าง ๆ ที่เกี่ยวข้อง
กับอุตสาหกรรมป้องกันประเทศ พร้อมทั้งแนวทางปรับปรุงโครงสร้างระบบงานกิจการอุตสาหกรรม
ป้องกันประเทศของประเทศไทย ในการส่งเสริมและเสริมบทบาทให้ภาคเอกชนต่อการพัฒนากิจการ
อุตสาหกรรมป้องกันประเทศอย่างต่อเนื่อง ตรงตามวัตถุประสงค์ที่ได้ตั้งไว้ การสรรหา การจัดหา
ยุทโธปกรณ์เพื่อสนับสนุนเหล่าทัพ หรือความสามารถด ารงอยู่ได้ภายใต้การพึ่งพาตนเอง ลดการน าเข้า
ไม่สะสมเกินความจ าเป็น แต่สามารถระดมได้เมื่อเผชิญกับสภาวะฉุกเฉิน แนวทางจัดตั้งองค์กรกลาง
ในรูปแบบหน่วยงานอิสระ ให้สามารถประสานหน่วยงานทั้งภายในกองทัพ ส่วนราชการที่เกี่ยวข้อง
เชื่อมต่อกับภาคเอกชน การตลาด เทคโนโลยีต่างประเทศ ตลอดจนสามารถก าหนดนโยบาย
ให้ชัดเจนต่อเนื่อง รวมทั้งผลักดันให้มีผลในทางปฏิบัติ แนวทางการสนับสนุนภาคเอกชนของไทย ให้มี
ขีดความสามารถในการผลิตและจ าหน่ายให้แก่ผู้ใช้ภายในประเทศและต่างประเทศ โดยมีการรับรอง
มาตรฐานสากล และมีข้อเสนอแนะ คือ การขับเคลื่อนกิจการอุตสาหกรรมป้องกันประเทศของ
ประเทศไทยให้เป็นรูปธรรม จะประสบผลส าเร็จตามที่ก าหนดไว้ได้ จะต้องมีปัจจัยและเงื่อนไข
ความส าเร็จ ได้แก่ ประสิทธิภาพของระบบบริหารจัดการแผนงานบูรณาการ แผนงานวิจัย และ
นวัตกรรมที่ส าคัญ (Spearhead program) การสร้างการรับรู้ ความเข้าใจ และการยอมรับจาก
ผู้มีส่วนได้ส่วนเสีย มุ่งเน้นการปฏิรูประบบวิจัยและนวัตกรรมของประเทศในทุกมิติ การปรับเปลี่ยน
แนวคิดและกระบวนทัศน์การพัฒนาระบบวิจัยและนวัตกรรมของประเทศจากเดิมไปเป็นแบบใหม่
การก าหนดให้ยุทธศาสตร์การพัฒนา วิทยาศาสตร์ เทคโนโลยี อุตสาหกรรมป้องกันประเทศ
กระทรวงกลาโหม พ.ศ. ๒๕๖๐ – ๒๕๗๙ การปรับระบบการบริหารจัดการภาครัฐให้เกิดประสิทธิภาพ
และการสร้างระบบข้อมูลสารสนเทศของการวิจัยและนวัตกรรมให้มีลักษณะบูรณาการและเชื่อมโยงกัน
