เรื่อง แนวทางการบริหารจัดการภัยคุกคามรูปแบบใหม่ที่ส่งผลกระทบต่อความมั่นคง
ของประเทศ

ส าหรับประเทศไทยต้องเผชิญกับภัยคุกคามรูปแบบใหม่ที่ส่งผลกระทบต่อความมั่นคง
ของประเทศโดยตรงทั้งทางเศรษฐกิจ สังคมจิตวิทยาและการทหาร จากสถานการณ์ปัญหาของภัย
คุกคามรูปแบบใหม่ (Non - Traditional threats) จะเห็นได้ว่า ส่งผลกระทบเป็นวงกว้างและ
มีแนวโน้มที่จะสูงขึ้นเรื่อยๆ เพื่อเผชิญกับภัยคุกคามรูปแบบใหม่ในอนาคต ตามระยะเวลาของ
ยุทธศาสตร์ชาติ ๒๐ ปี ที่ส่งผลต่อประเทศโดยพิจารณาถึงการเตรียมความพร้อมของรัฐตั้งแต่อดีต
จนถึงปัจจุบันว่ามีการเตรียมการอย่างไร และวิเคราะห์ถึงปัญหาข้อขัดข้องของภัยคุกคามรูปแบบใหม่
ได้แก่ การก่อการร้ายภัยคุกคามเกี่ยวกับไซเบอร์ เทคโนโลยี สารสนเทศ วิเคราะห์ถึงปัญหาและ
ก าหนดแนวทางในการเตรียมการของรัฐ เพื่อเผชิญกับภัยคุกคามรูปแบบใหม่ในอนาคต และผลจาก
การวิจัยที่ได้รับคือ การเตรียมความพร้อมในทุกมิติทุกด้าน ไม่ว่าจะเป็นการเตรียมบุคลากรที่มี
ความสามารถ เตรียมการให้ข้อมูลความรู้ โดยเน้นที่เรื่องความมั่นคงของชาติรัฐ ชาติอ านาจ
อธิปไตย ก าลังของกองทัพและยุทโธปกรณ์ความส าคัญกับผลกระทบที่ส าคัญคือ ควรตั้งให้เร็ว
ที่สุดก่อนที่จะเกิดปัญหาด้านการโจมตีไซเบอร์ที่รุนแรง ซึ่งมีข้อเสนอแนะที่ควรศึกษาข้อมูลเฉพาะ
องค์กรดังนี้
๑.ก าหนดนิยามและขอบเขตของความมั่นคงให้มีความชัดเจนและครอบคลุมภารกิจ
ด้านความมั่นคงที่ส าคัญ
๒. สร้างความชัดเจนของแผนงานด้านความมั่นคงและพัฒนากลไกให้มีความพร้อม
ขับเคลื่อนงานตามแผนให้เหมาะสม
๓. ปรับปรุงระบบงบประมาณให้มีกรอบวงเงินสนับสนุนความมั่นคงอย่างชัดเจน
๔.ก าหนดเกณฑ์การวัดผลส าเร็จของงาน
๕. มีการจัดฐานข้อมูลด้านความมั่นคงอย่างถูกต้อง และครบถ้วน เพื่อน ามาใช้
ประโยชน์ร่วมกันอย่างต่อเนื่อง
abstract:
ABSTRACT
Title New Threats Management Approach Affecting the Security of the Country
Field Strategy

Thailand had to face new threats directly affecting the Economical, Sociopsychological and Military Security of the country. From those problems of non-traditional
threats, it was that they had a broader impact and the trend was increasingly high in order to face
new threats in the future. According to the timeline of the 20 years national strategy that affected
the country by considering the preparation of the state from past to present how it was prepared
including analyzed problems of the new perils such as terrorism, cyber threats, information
technology. Problems of the new threats was analyzed and set up of the state preparedness
guidelines to face new threats in the future. The result of the research was the preparationin every
dimension whether it was capable personnel, information and knowledge focusing on the state
security, national sovereignty, armed force and armament. The importance and major impacts that
should be setting up as soon as possible before serious cyber-attacks occurred. It is recommended
that there should be a review on the organizationspecific information that was as follow;
1. Setting up of a clear definition and defining scope of security that covered key
security tasks.
2. Creating of the clarity of the security plan and developing a mechanism to ensure
that the plan was properly prepared.
3. Improving the budgetary system for a clear supportive framework.
4.Setting up the criteria for the achievement evaluation of the task.
5.Security database management system had been done properly and completely for
continuous usage.
