เรื่อง แนวทางการท่องเที่ยววิถีไทยเพื่อพัฒนาเศรษฐกิจชุมชน

การพัฒนาเศรษฐกิจของประเทศไทยด้วยรูปแบบ “Thailand ๔.๐” ซึ่งในกลไกการ
ขับเคลื่อนประเทศให้เข้าสู่ยุค ๔.๐ นั้นการท่องเที่ยวถือเป็นอุตสาหกรรมในอนาคต เพื่อให้การ
พัฒนาการท่องเที่ยวมุ่งสู่ยุทธศาสตร์ชาติคือการพัฒนาไปสู่ความมั่นคง (Stability) ความมั่งคั่ง
(Prosperity) และความยั่งยืน (Sustainability) ฉะนั้น ผู้วิจัยจึงสนใจด าเนินการศึกษาวิจัยแนว
ทางการท่องเที่ยววิถีไทยเพื่อพัฒนาเศรษฐกิจชุมชน โดยมีวัตถุประสงค์เพื่อศึกษารูปแบบการท่องเที่ยว
ในปัจจุบันและการท่องเที่ยววิถีไทยเพื่อวิเคราะห์ปัญหา/อุปสรรคน าไปสู่การเสนอแนะแนวทางบูรณา
การท่องเที่ยววิถีไทยเพื่อการพัฒนาเศรษฐกิจชุมชน โดยมีรูปแบบการวิจัยเชิงคุณภาพที่เน้นการ
วิเคราะห์ข้อมูลเป็นการน าข้อมูลที่ได้จากข้อ ๑ และข้อ ๒ ท าการวิเคราะห์เชิงเนื้อหาเพื่อตอบ
วัตถุประสงค์ โดยผ่านการเก็บรวบรวมข้อมูลจาก ๒ แหล่งข้อมูล ได้แก่ แหล่งทุติยภูมิการศึกษาผ่าน
ทฤษฎีแนวคิดและงานวิจัยที่เกี่ยวข้อง แหล่งข้อมูลปฐมภูมิการศึกษาผ่านการสัมภาษณ์เชิงลึกจาก
ผู้ทรงคุณวุฒิด้านการท่องเที่ยววิถีไทย
ผลการวิจัยพบว่า แนวทางการบูรณาการการท่องเที่ยววิถีไทยกับการพัฒนาเศรษฐกิจ
ชุมชนสามารถ เพื่ออธิบายแนวทางการบูรณาการเชิงหลักการจากฐานข้อมูลที่ท าการศึกษา ๓ ด้าน
ดังนี้ ๑. รูปแบบการท่องเที่ยววิถีไทยประกอบด้วย นักท่องเที่ยว, แหล่งท่องเที่ยวและบริการการ
ท่องเที่ยววิถีไทย, ระบบการจัดการห่วงโซ่อุปทาน (Supply Chain) และระบบการอ านวยความ
สะดวกขั้นพื้นฐาน ๒. ปัญหาและอุปสรรคการท่องเที่ยววิถีไทยประกอบด้วย ปัญหาขาดการส่งเสริม
ตลาดท่องเที่ยววิถีไทย, ปัญหาขาดการพัฒนาสินค้าและบริการท่องเที่ยววิถีไทย และปัญหาขาดการ
บริหารจัดการการท่องเที่ยววิถีไทย ๓.แนวทางการบูรณาการท่องเที่ยววิถีไทยเพื่อการพัฒนาเศรษฐกิจ
ชุมชนด้วยระบบบริหารจัดการห่วงโซ่อุปทาน (Supply Chain Management : SCM) ประกอบด้วย
ระบบการจัดซื้อ (Purchase) การด าเนินการ (Production) สินค้าคงคลัง (Inventory) การวางแผน
ผลิต (Planning) และการจัดส่ง (Delivery) โดยทั้ง ๕ องค์ประกอบของแนวทางการบูรณาการข้อมูล
ด้วยระบบการสนับสนุนการตัดสินใจ (Decision Support Systems) จากความหมายของ “การ
สนับสนุนเพื่อการพัฒนาสินค้าและบริการการท่องเที่ยววิถีไทยและระบบบริหารจัดการห่วงโซ่อุปทาน
(Supply Chain Management : SCM) สามารถบริหารจัดการความไม่แน่นอนผ่านระบบเชื่อมโยง
สารสนเทศ (Information Management) ผ่านระบบเครือข่าย (Network) ในเวลาจริง (Realtime)
เพื่อสนับสนุนการตัดสินใจ (Decision Support System) โดยมีข้อเสนอแนะเพื่อแก้ไขปัญหาและ
อุปสรรคในเชิงนโยบาย ได้แก่การบริหารจัดการฐานรากส าคัญในการพัฒนาเศรษฐกิจชุมชนและ
ข้อเสนอแนะเชิงปฏิบัติ ได้แก่ระยะสั้น การแก้ปัญหาเฉพาะหน้าอันเกี่ยวเนื่องด้วยปัญหาที่มีผลต่อการ
ท่องเที่ยววิถีไทยโดยรวมที่มีผลในเชิงคุณภาพ, ระยะกลาง การด าเนินการด้านการศึกษาวิจัยเพื่อหาจุด
ที่ดีที่สุด (Optimum Point) และระยะยาว การด าเนินการจากผลสรุปที่ดีที่สุดเพื่อรักษาแหล่ง
ท่องเที่ยววิถีไทยให้คงอยู่อย่างยั่งยืนกับสิ่งแวดล้อมอันเป็นสิ่งที่เป็นอัตลักษณ์แห่งความเป็นไทย

National Economic Development of Thailand by “Thailand 4.0” Scheme focusing on
Tourism Industry as one of the vital tools to accelerate the country penetrating into the future
edge 4.0. The purpose is to promote the tourism development in line with the national strategy
by reinforcing the tourism development into the stage of Stability, Prosperity and Sustainability.
The researcher is therefore interested in this outline and research of Discover Thainess
campaign for the community economic development. The objective of this study is to learn the
current trend of tourism and the model of Discover Thainess campaign in order to analyze the
issue and threat escalating to determine and propose the guideline to sustainably develop
Discover Thainess for Community Economic Development. The model of this qualitative study
focuses on the data analysis as acquired from Item 1 and Item 2 brought into the descriptive
analysis to meet the objective by collecting the data from 2 sources namely Secondary Source
through the relevant theory, concept and research and Primary Source through the horizontal
interview amongst the tourism expertise relating to Discover Thainess campaign.
The research finding depicts that the outline of total integrated development of
Discover Thainess campaign and Community Economic Development enables to describe the
direction of the sustainable development based principle from the database as studied in 3
aspects as follow; 1. Pattern of
Discover Thainess consists of Tourist, Tourist Attraction, Discover Thainess Service, Supply
Chain and Public Utility and Basic Infrastruction, 2. Issue and Threat of Discover Thainess
including Inadequacy of Discover Thainess marketing promotion, Negligence of Discover
Thainess Product and Service Development and Deficiency of Discover Thainess Tourism
management, 3. Outline of integrated Discover Thainess for Community Economic
Development by Supply Chain Management: SCM composes of Purchase, Production,
Inventory, Planning and Delivery. Those five components of the information management
supported by Decision Support System based on the meaning of “Decision Support System and ฃ
Supply Chain Management: SCM for Discover Thainess Product and Service Development
shall enable to handle any risk or change management via Information Management and
Network System in Real-time to support Decision Support System. The suggestion for
problem solving and threat affected by policy including the core fundamental management in
Community Economic Development and practical suggestion including Short Term solving the
unexpected issue in connection with the relevant problem effects to Discover Thainess resulted
in the qualitative impact, Moderate Term performing the research and study to acquire Optimum
Point and Long Term corresponding to the optimum solution or finding to preserve the attraction
of Discover Thainess for its existence, stability and sustainability with the precious resource and
environment renowned as the vital image and identify of Thainess.
