เนื่องด้วยปัจจุบัน ส านักงานต ารวจแห่งชาติเป็นหน่วยงานบังคับใช้กฎหมาย และ
ข้าราชการต ารวจต้องปฏิบัติหน้าที่ใกล้ชิดกับประชาชน โดยการบังคับใช้กฎหมาย เมื่อใดก็ตามที่การ
ปฏิบัติถูกมองว่าไม่เป็นไปตามบรรทัดฐานของสังคมหรือกฎหมาย หรือไม่เป็นไปตามความคาดหวัง
ของประชาชน ย่อมก่อให้เกิดผลเสียต่อภาพลักษณ์ของส านักงานต ารวจแห่งชาติ
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาและวิเคราะห์แนวทางการประชาสัมพันธ์
เพื่อสร้างภาพลักษณ์ที่ดีของส านักงานต ารวจแห่งชาติก าหนดกรอบ แนวทาง แผนการประชาสัมพันธ์
เพื่อสร้างภาพลักษณ์ที่ดีให้กับหน่วยงานในสังกัดส านักงานต ารวจแห่งชาติน าไปปฏิบัติและปรับปรุง
การผลิตสื่อและแนวทางการสื่อสารประชาสัมพันธ์เพื่อสร้างภาพลักษณ์ที่ดีให้กับส านักงานต ารวจ
แห่งชาติ โดยใช้วิธีเก็บข้อมูลจากการสัมภาษณ์อย่างไม่เป็นทางการ กับกลุ่มบุคคลซึ่งเป็นข้าราชการ
ต ารวจที่ปฏิบัติหน้าที่ในกองสารนิเทศ สื่อมวลชน และประชาชนทั่วไป รวมถึงการศึกษาจากเอกสาร
บทความ และงานวิจัยที่เกี่ยวข้องกับการประชาสัมพันธ์และการสร้างภาพลักษณ์องค์กร เพื่อให้ได้
ข้อมูลส าคัญในการวางแนวทางการประชาสัมพันธ์เพื่อสร้างภาพลักษณ์ที่ดีให้ส านักงานต ารวจ
แห่งชาติโดยให้สอดคล้องกับแผนการปฏิบัติราชการ
ผลการศึกษาพบว่า ข้าราชการต ารวจทุกนายคือภาพลักษณ์ของส านักงานต ารวจ
แห่งชาติ ภาพลักษณ์ที่ปรากฏในสายตาประชาชนจะเป็นไปในด้านบวกหรือด้านลบ ขึ้นอยู่กับการ
ปฏิบัติตนของข้าราชการต ารวจเอง ดังนั้น ข้าราชการต ารวจทุกคนสามารถท าหน้าที่เป็นนัก
ประชาสัมพันธ์เพื่อสร้างภาพลักษณ์ที่ดีให้กับส านักงานต ารวจได้ โดยการปรับปรุงพฤติกรรม มีความ
มุ่งมั่นในการท างานเพื่อสร้างภาพลักษณ์ที่ดีต่อส านักงานต ารวจแห่งชาติ และทั้งนี้ ส านักงานต ารวจ
แห่งชาติ ควรเพิ่มการพัฒนาระบบการบริหารจัดการทรัพยากรบุคคล สร้างบุคลากรที่มีสมรรถนะ
ทางด้านงานเทคโนโลยีและสารสนเทศ จัดอบรมเพิ่มขีดความสามารถข้าราชการต ารวจในด้านการ
เป็นนักประชาสัมพันธ์ที่ดี สื่อประชาสัมพันธ์ทางเลือกที่น่าสนใจและส านักงานต ารวจแห่งชาติควรให้
การสนับสนุน คือให้สถานีต ารวจทุกแห่งและหน่วยที่ต้องปฏิบัติท างานใกล้ชิดกับประชาชน ใช้ระบบ
ต ารวจชุมชนสัมพันธ์ มาเป็นเครื่องมือในการสร้างการรับรู้และสร้างความเข้าใจกับประชาชน
ถึงภารกิจของส านักงานต ารวจแห่งชาติ อันจะน ามาซึ่งความร่วมมือในการสร้างความสงบสุขให้สังคม
และเกิดความเชื่อมั่นศรัทธาในงานต ารวจ

Abstract
Title : Public relations of the Information Division to create a good image
of Royal Thai Police

Nowadays the Royal Thai Police is a law enforcement authority, which are
the police officers have to work closely with the people. Whenever the performance
is viewed as not according to social or legal criterion or not meet the expectations of
the people, it would have a negative impact on the image of the Royal Thai Police.
The purpose of this research is to study and analyze the public relations
approach creating a good image of the Royal Thai Police by establishing a framework
for a public relation plan and improving media production and communication
strategies for the agencies under the police force to implement, which is using
informal interviewing methods of individual groups, police officers, performing duties
in the media, the mass media and the general public. Moreover researching from
articles and research related to public relations and corporate image. In order to
obtain the important information in the public relations strategy to create a good
image for the Royal Thai Police in accordance with the official plan.
The research indicated that all police officers are the image of the Royal
Thai Police. The appearance in the public would be positive or negative depending
on the behaviors of officers themselves. As a result every police officer can act as a
public relation officer to create a good image for the Royal Thai Police. By improving
behavior, committing to work to create a positive image for the Royal Thai Police,
and increasing the development of human resources management system by
creating qualified personnel, technology and information Training in strengthening
police officers in the field of good public relations. An interesting alternative media
and the Royal Thai Police should provide support. All police stations and units must
work closely with the people. Use the police community system, which is a tool to
create awareness and understanding with the public about the mission of the Royal
Thai Police. This would bring cooperation to create peace for the society and believe
in faith in the police.
