เรื่อง แผนทันตสุขภาพส าหรับสังคมผู้สูงอายุประเทศไทย

การศึกษาครั้งนี้เป็นวิจัยเชิงคุณภาพโดยมีวัตถุประสงค์เพื่อวิเคราะห์ปัญหาทันตสุขภาพ
ของคนไทยในแต่ละช่วงวัยในประเทศ รูปแบบการดูแลทันตสุขภาพที่ดีในผู้สูงอายุกับต่างประเทศ
แนวทางการดูแลทันตสุขภาพส าหรับผู้สูงอายุในประเทศไทย และแนวทางการพัฒนาระบบบริหาร
จัดการด้านบุคลากรทันตสาธารณสุข ซึ่งขอบเขตของการวิจัย เน้นการวิจัยในแผนงานทันตสุขภาพ
ส าหรับผู้สูงอายุประเทศไทย และหน่วยงานที่เกี่ยวข้อง และวิเคราะห์เพื่อน าเสนอการปรับปรุง
บทบาทและโครงสร้างของหน่วยรับผิดชอบหลัก ผลการวิจัยพบว่า แนวทางการดูแลทันตสุขภาพ
ส าหรับผู้สูงอายุในประเทศไทยได้มีการแต่งตั้ง คณะกรรมการจัดท า แผนงานทันตสุขภาพส าหรับ
ผู้สูงอายุประเทศไทย ประกอบด้วยผู้ทรงคุณวุฒิจากหน่วยงาน ต่าง ๆ ที่มีส่วนเกี่ยวข้อง เพื่อก าหนด
นโยบาย ยุทธศาสตร์ แนวทางและมาตรการใน การป้องกัน แผนปฏิบัติการ แนวทางและมาตรฐาน
การด าเนินงาน ทั้งในระดับส่วนกลางและระดับ พื้นที่ให้สอดคล้องกันในทุกภาคส่วน
ข้อเสนอแนะคือ แผนงานทันตสุขภาพส าหรับผู้สูงอายุประเทศไทย ที่ได้จัดท าขึ้นเป็น
ผู้ทรงคุณวุฒิจากภาครัฐบาลทั้งสิ้น อาจท าให้มองมองไม่รอบด้าน จึงเสนอให้มีผู้ทรงคุณวุฒิจาก
ภาคเอกชนมีส่วนรวม กลุ่มเป้าหมายหลักของแผนยุทธศาสตร์นี้คือ ผู้สูงอายุที่มีอายุ 60 ปีขึ้นไป
ส่วนกลุ่มเป้าหมายรองของคืออายุ 40-59 ปีเท่านั้น อาจไม่เพียงพอควรจัดท าแผนยุทธศาสตร์เพื่อให้
ครอบคลุมทุกกลุ่มวัยให้ได้รับการส่งเสริมป้องกัน ควบคุมโรค รักษาพยาบาลและฟื้นฟูสุขภาพช่อง
ปากอย่างเท่าเทียม เพื่อให้มีสุขภาพและคุณภาพชีวิตทีดีเมื่อเข้าสู่วัยผู้สูงอายุ ส่งเสริมการมีส่วน
ร่วมกับจากประชาชน ภาคเอกชน องค์กรไม่แสวงหาผลก าไร ในการพัฒนาและปรับปรุงรูปแบบ
การส่งเสริมให้มีการดูแลและป้องกันปัญหาทันตสุขภาพทุกช่วงวัย เพื่อเตรียมความพร้อมเมื่อเข้าสู่
วัยสูงอายุร่วมกับทางภาครัฐ การผลิตและพัฒนาบุคลากรด้านสาธารสุขและหลักสูตรด้านทันตก
รรมผู้สูงอายุ ควรมีการวางแผนด าเนินการร่วมกันของทุกสถาบัน เพื่อให้มีทิศทางไปในทางเดียวกัน

The objectives of this qualitative research was to get a better understanding on the
oral health problems of Thai people by each age group, evaluate the oral health service for elderly
in other countries and prepare a comprehensive oral health care plan for elderly in Thailand
which would include the training and development of dental professionals to maintain oral health
in this vulnerable age group . The scope of this study was to concentrate on developing the oral
health plan for elderly in Thailand, identify the stakeholders and institutions to be involved in the
program to structure the organization, set mile stones to track progress and identify areas that
needed improvement. The finding of this research revealed that the current oral health strategies
for elderly in Thailand had been planned by a committee which consist of experts from
government institutions. Suggestion is to add experts from the private sector in the committee to
get a broader perspective and update the Health Plan for the Thai Elderly The government has
made all the qualifications. Also expand the target group for oral health prevention from elderly
and middle and to all age groups. Enabling oral health problems to be addressed at an early stage
to help make prevention more effective without waiting to provide oral health prevention once the
population reaches the elderly stage. And encourage participation from public, private sector,
non-profit organizations to develop and improve the model to promote good oral health. In term
of development for dental professionals, all involved institution should align in the same
direction.
