บทคัดย่อ
เรื่อง ผลสัมฤทธิ์การพัฒนาเขตเศรษฐกิจพิเศษแม่สอด (ACCOMPLISHMENT OF
DEVELOPMENT OF THE MAE SOT SPECIAL ECONOMIC ZONE)

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาความสัมพันธ์ระหว่างผลกระทบด้านเศรษฐกิจ
สังคม และสิ่งแวดล้อมกับผลสัมฤทธิ์การพัฒนาเขตเศรษฐกิจพิเศษแม่สอด ด าเนินการโดยใช้ระเบียบ
วิธีวิจัยเชิงปริมาณ โดยทบทวนวรรณกรรมที่เกี่ยวข้องกับเขตเศรษฐกิจพิเศษแม่สอด เพื่อพัฒนา
เครื่องมือที่ใช้ในการวิจัย เป็นแบบสอบถามเกี่ยวกับความสัมพันธ์ และผลกระทบจากการเขต
เศรษฐกิจพิเศษแม่สอด ไปสอบถามประชากรที่ใช้ในการวิจัย ได้แก่ ผู้ที่เกี่ยวข้องทั้งหน่วยงานภาครัฐ
ภาคธุรกิจ และเอกชนทั้งในระดับส่วนกลางและพื้นที่ โดยแบ่งกลุ่มตัวอย่างการวิจัยออกเป็น 3 กลุ่ม
คือ ประชากรในอ าเภอแม่สอด พบพระ และอ าเภอแม่ระมาด จากนั้นวิเคราะห์ข้อมูลจาก
แบบสอบถาม โดยใช้โปรแกรมส าเร็จรูปเพื่อหาค่าสถิติต่างๆ เช่น ความถี่ ร้อยละ ค่าเฉลี่ย ส่วน
เบี่ยงเบนมาตรฐาน ค่า t-test วิเคราะห์ความสัมพันธ์(Correlation Coefficient) และอิทธิพล
(Multiple Regression) ของตัวแปรต้นกับตัวแปรตาม และน าข้อมูลที่ได้รับไปรวบรวมประกอบการ
จัดท าข้อเสนอแนะในงานวิจัย
ผลการศึกษาพบว่าปัจจัยผลกระทบด้านสังคม ด้านเศรษฐกิจ และด้านสิ่งแวดล้อม มี
ความสัมพันธ์ทางบวกต่อผลสัมฤทธิ์การพัฒนาเขตเศรษฐกิจพิเศษแม่สอดอย่างมีนัยส าคัญทางสถิติที่
ระดับ .05 โดยตัวแปรทั้งหมดสามารถท านายผลสัมฤทธิ์การพัฒนาเขตเศรษฐกิจพิเศษแม่สอด ได้ร้อย
ละ 71.1 (R
2
=.711) โดยผลกระทบด้านสังคมมีอ านาจการท านายได้สูงสุด ร้อยละ 63.3 (R
2
=.633)
และพบว่าแรงงาน คุณภาพชีวิต กฎหมาย และระดับการศึกษาส่งผลต่อปัจจัยด้านสังคมที่ท าให้ผล
สัมฤทธิ์ของการพัฒนาเขตเศรษฐกิจพิเศษแม่สอดเป็นไปอย่างมีประสิทธิภาพ มีข้อเสนอแนะเชิง
นโยบายโดยมุ่งเน้นการพัฒนาคนในท้องถิ่น ให้มีทักษะ เกิดการเรียนรู้ตลอดชีวิต มีความขยัน อดทน
และสามารถแก้ปัญหาได้ด้วยตนเอง ควรพัฒนาระบบโลจิสติกส์ ระบบไอทีและนวัตกรรม และ
ปรับปรุงกฎหมายให้เอื้อต่อการสนับสนุนการจ้างงานที่เป็นธรรม รวมถึง ควรพัฒนาความร่วมมือกัน
กับสหภาพเมียนมาให้บรรลุข้อตกลงในการพัฒนาเขตเศรษฐกิจพิเศษร่วมกัน ในลักษณะ 1 เขต
เศรษฐกิจพิเศษ 2 ประเทศ ตลอดจน การควบคุมดูแลรักษาสิ่งแวดล้อมและทรัพยากรธรรมชาติเพื่อ
ไม่ให้เกิดมลภาวะ และการท าลายสิ่งแวดล้อมในพื้นที่เขตเศรษฐกิจพิเศษ

ABSTRACT
Title: Accomplishment of Development of the Mae SotSpecialEconomic Zone
Field : Economics

The purposes of this research is to study the relationships between the
impacts of economic, social, environment and accomplishment of development of
the Mae Sot Special Economic Zone (SEZ). The research uses quantitative method
and review relevant literatures about the Mae Sot Special Economic Zone in order to
develop research tools, namely questionnaires concerning relations and impact of
establishing SEZ in Mae Sot. The populations in this research consist of relevant
governmental, business and private organizations both in local and central area. The
samples are divided into 3 groups, namely people in Mae Sot district, Phop Phra
district and Mae Ramat district. Statistical packages are used for analyzing data in the
questionnaires in order to calculate statistical values such as frequency, percentage,
mean, standard deviation, t-test, correlation coefficient and multiple regressions of
independent variables and dependent variables. These data will be used for
proposing recommendations.
The findings of this research as follows: the correlation of economic, social,
environment have positive correlation on development accomplish in the Mae Sot
SEZ at statistical significance 0.5 level. All variables at 71.1 percentage (R2
= .711) is
able to predict the accomplishment of development of the Mae Sot SEZ. And social
impact is able to maximum predict at 63.3 percentage (R2
= .633). Labor, quality of
life, law and educational level also have effect on social factors that lead to
effective development accomplish in the Mae Sot SEZ. Policy Recommendations
focus on human development in local area in order that they have skill, long life
education, diligence, endurance and problem solving skill. Logistics, IT & innovations,
law amendment should also be developed for supporting fair hiring including
enhancing Myanmar cooperation in tern of “One SEZ Two Nations”. Environmental
and natural resources control and reservation will prevent pollution in SEZ.
