เรื่อง การวิจัยและพัฒนาต้นแบบผลงานวิจัยทางทหารไปสู่การผลิตเพื่อน าไปใช้

การวิจัยเรื่อง การวิจัยและพัฒนาต้นแบบผลงานวิจัยทางทหารไปสู่การผลิตเพื่อน าไปใช้
ประโยชน์อย่างเป็นรูปธรรม มีวัตถุประสงค์เพื่อ ๑. เพื่อศึกษาโครงการวิจัยและพัฒนาต้นแบบ
ผลงานวิจัยทางทหารของกองทัพบก ๒. เพื่อศึกษาวิเคราะห์สาเหตุและปัจจัยส าคัญที่จะท าให้ผลงานวิจัย
ทางทหารไปสู่การผลิตเพื่อน าไปใช้ประโยชน์อย่างเป็นรูปธรรม ๓. เพื่อพัฒนากระบวนการการวิจัย
และพัฒนาต้นแบบผลงานวิจัยทางทหารไปสู่การผลิตและสามารถน าไปใช้ประโยชน์ได้อย่างเป็นรูปธรรม
ใช้วิธีวิจัยแบบเชิงคุณภาพ โดยการสัมภาษณ์เจาะลึก และการสนทนากลุ่มผู้เชี่ยวชาญจ านวน ๔ ท่าน
ผลการวิจัยพบว่า สาเหตุและปัจจัยส าคัญที่จะท าให้ผลงานวิจัยทางทหารไปสู่การผลิตเพื่อน าไป
ใช้ประโยชน์อย่างเป็นรูปธรรม มีดังนี้๑. มีนโยบายส่งเสริมการวิจัยทางทหารในระดับชาติที่ชัดเจน
๒. มีการสนับสนุนอย่างจริงจังและต่อเนื่องจากรัฐบาลและกองทัพ โดยมุ่งเน้นที่การวิจัยเพื่อสร้าง
นวัตกรรมใหม่ โดยมีแผนงาน ก าหนดหน่วยงานหลักที่เป็นแกนกลางในการประสานงาน ซึ่งจะท าให้
การวิจัยและพัฒนามีทิศทางหลักในการด าเนินการที่ชัดเจนขึ้น ๓. ปรับเปลี่ยนแนวทางการวิจัย
และพัฒนาจากมุ่งวิจัยเพื่อซ่อมหรือทดแทน เป็นวิจัยเพื่อสร้างนวัตกรรม ๔. การประสานความร่วมมือ
กับผู้เชี่ยวชาญ หน่วยงานรัฐ ภาคเอกชน และต่างประเทศ ๕. พัฒนา เสริมสร้างแรงจูงใจและขวัญ
ก าลังใจของผู้ปฏิบัติงาน นักวิจัยคือหนึ่งในปัจจัยส าคัญของการยกระดับการวิจัยและพัฒนาทางทหาร
โดยควรมีการพัฒนาทักษะของนักวิจัย เพื่อให้สามารถด าเนินการในโครงการที่มีขนาดใหญ่หรือใช้
เทคโนโลยีซับซ้อนมากขึ้นได้ รวมทั้งควรเสริมสร้างแรงจูงใจและขวัญก าลังใจของนักวิจัย และ
๖. ก าหนดแนวทางและแผนงานการต่อยอดที่ชัดเจนตั้งแต่เริ่มด าเนินโครงการวิจัยและพัฒนา

ABSTRACT
TiTle : The Research and Development of Military Research to Achieve
Useful Productive Efficiency

The objectives of the study of “the research and development of military
research to achieve useful productive efficiency” were to identify the causes and
significant factor affecting the development of military research to achieve the useful
purpose and to develop the research methodology as well as the set of military
research to accomplish more advanced goal. This was qualitative research that
collected data using in-depth interview and focus groups of 4 key informants
selected through purposive data sampling. This research found 6 important
conclusion; 1. The main cause and significant factor affecting the development of
military research is the policy formation, which is the existence of national policy to
support the conducting of military research. This supportive policy should be clearly
designated and identified. 2. The requirement of continuous support and investment
from government organizations and military units, Which has emphasized on the
development of innovative military research. The establishment of specific government
organization should existed, as well as its vision and mission in order to further
develop relating operations within an organizations in an efficient manner. 3. The
purpose of conducting military research should primarily focus on the accomplishment of
innovative research, Which should aligned with the substitution and maintenance
purposes. 4. The cooperation of private and public organizations is essential in terms
of personal development. 5. The cooperation should have an exchange of skill and
experiences among researcher. This is because the researcher has considered as the
main element in the enhancement of the military research and development. With
more proficiency, the relating researcher is able to conduct and develop the military
research that is appropriate for mega project that requires complex technological
knowledge and experience. This also motivate the researcher to develop the existing
military research in the progressive manner. 6. The identification of operations and
measures involving the development of military research should be clearly stated,
Which help to successfully develop the military research since the initial stage of
conducting the research.
