เรื่อง แผนพัฒนาดิจิทัลเพื่อเศรษฐกิจและสังคมกับกองทัพเรือ
ลักษณะวิชา วิทยาศาสตร์และเทคโนโลยี
ผู้วิจัย พลเรือตรี วิศณุ สร้างวงศ์ใหม่ หลักสูตร วปอ. รุ่นที่ ๖๐
วัตถุประสงค์ของการวิจัย เพื่อศึกษาแผนพัฒนาดิจิทัลเพื่อเศรษฐกิจและสังคมของ
กระทรวงเทคโนโลยีสารสนเทศและการสื่อสาร ทิศทางการบริหารประเทศ ความท้าทายและโอกาสของ
ประเทศ ความท้าทายจากพลวัตของเทคโนโลยีดิจิทัล และสถานภาพการพัฒนาด้วยดิจิทัลในประเทศ
พร้อมทั้งเสนอแนะแนวทางในการพัฒนาการสื่อสารและเทคโนโลยีสารสนเทศ ของกองทัพเรือในส่วน
ขององค์วัตถุ องค์บุคคล ความรู้ หลักนิยม และปฏิบัติการทางทหาร เตรียมความพร้อมในการเชื่อมต่อ
เครือข่ายโทรคมนาคมกับหน่วยงานอื่น ๆ เพื่อบูรณาการการท างาน โดยมีขอบเขตของการวิจัยในการ
พัฒนากองทัพเรือให้มีเครือข่ายสื่อสารและเทคโนโลยีสารสนเทศ ครอบคลุมพื้นที่ปฏิบัติการ ตอบสนอง
ความต้องการทางยุทธวิธีในมิติความเร็ว ความปลอดภัย มีมาตรฐานตามแนวคิดการท าสงครามที่ใช้
เครือข่ายเป็นศูนย์กลาง และมีวิธีด าเนินการวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ โดยได้ศึกษาแผนพัฒนา
ดิจิทัลเพื่อเศรษฐกิจและสังคม ที่มีความเกี่ยวข้องเชื่อมโยงกับทิศทางการพัฒนาระบบสื่อสาร
โทรคมนาคม โครงสร้างพื้นฐานทางดิจิทัล ซึ่งผลของการวิจัยท าให้ทราบบริบทของประเทศไทยในยุค
ดิจิทัล ประชาชนจะมีโอกาสสร้างรายได้จากการน าไอซีที มาเป็นเครื่องมือสนับสนุนการพัฒนาประเทศ
มีอินเตอร์เน็ตความเร็วสูงกระจายอย่างทั่วถึง รวมถึงมีคุณภาพชีวิตที่ดีขึ้น การท าธุรกรรมผ่านทาง
ออนไลน์จะมีกฎระเบียบที่ใช้ปฏิบัติได้จริง ทันต่อการเปลี่ยนแปลงทางเทคโนโลยี โดยมีเป้าหมายของ
การพัฒนา ๔ ระยะ ใช้เวลา ๒๐ ปี ผ่านแผนยุทธศาสตร์ ๖ แผน ได้แก่ การพัฒนาโครงสร้างพื้นฐาน
ดิจิทัลประสิทธิภาพสูง การขับเคลื่อนเศรษฐกิจด้วยเทคโนโลยี สร้างสังคมคุณภาพที่ทั่วถึงและเท่า
เทียม ปรับเปลี่ยนภาครัฐสู่การเป็นรัฐบาลดิจิทัล พัฒนาก าลังคนให้พร้อมเข้าสู่ยุคเศรษฐกิจและสังคม
ดิจิทัล และการสร้างความเชื่อมั่นในการใช้เทคโนโลยี และยังมีข้อเสนอแนะด้านเทคโนโลยีดิจิทัลมีการ
เปลี่ยนแปลงอย่างรวดเร็วตลอดเวลายากต่อการคาดเดา การวางแผนจ าเป็นต้องตระหนักรู้และเท่าทัน
การเปลี่ยนแปลงของเทคโนโลยี รวมถึงนัยของการเปลี่ยนแปลงนั้น ๆ เทคโนโลยีเหล่านี้เป็นเรื่องที่มี
