ยุทธศาสตร์ชาติ ระยะ ๒๐ ปี (พ.ศ.๒๕๖๑ – ๒๕๘๐)

การวิจัยนี้ มีวัตถุประสงค์เพื่อการศึกษาแนวทางการด าเนินงานและปัญหาข้อขัดข้องของ
การทูตฝ่ายทหารไทย ผ่านการวิเคราะห์เข้ากับแนวความคิดทฤษฏีที่เกี่ยวข้องและเปรียบเทียบกับ
การด าเนินงานด้านการทูตฝ่ายทหารนานาชาติ เพื่อก าหนดออกมาเป็นแนวความคิดในการก าหนด
ยุทธศาสตร์ด้านการทูตฝ่ายทหาร อันจะน ามาซึ่งการปฏิรูปการทูตฝ่ายทหารไทย เพื่อรองรับ
ยุทธศาสตร์ชาติ ระยะ ๒๐ ปี (พ.ศ.๒๕๖๑ – ๒๕๘๐) ต่อไป
วิธีด าเนินการวิจัย เป็นการวิจัยเชิงคุณภาพ โดยการศึกษาแนวความคิดทฤษฏี
และกระบวนการด าเนินงานด้านการทูตฝ่ายทหารของไทยและนานาชาติ รวบรวมและวิเคราะห์ข้อมูล
ปฐมภูมิผ่านการสอบถามสัมภาษณ์เชิงลึกผู้ช่วยทูตฝ่ายทหารไทยในต่างประเทศ ผู้ช่วยทูตทหาร
ต่างประเทศประจ าประเทศไทยและผู้ปฏิบัติงานด้านการทูตฝ่ายทหารของไทย รวมถึงประสบการณ์ตรง
ของผู้ท าวิจัยเอง ประมวลผลออกมาเป็นความคิดรวบยอดตัวแบบการก าหนดยุทธศาสตร์ด้านการทูต
ฝ่ายทหารไทย เพื่อรองรับยุทธศาสตร์ชาติ ระยะ ๒๐ ปี (พ.ศ.๒๕๖๑ – ๒๕๘๐)
ผลการวิจัยพบว่า การทูตฝ่ายทหารไทยขาดการก าหนดทิศทางที่ชัดเจน จนส่งผลต่อการ
บูรณาการการด าเนินงาน ท าให้ไม่สามารถน ามาซึ่งผลประโยชน์ชาติได้อย่างแท้จริง จึงได้เสนอแนะ
ให้มีการจัดท ายุทธศาสตร์ด้านการทูตฝ่ายทหารภายใต้ตัวแบบ ๙ ขั้นตอนที่ได้เสนอไว้ รวมทั้งให้มีการ
ปฏิรูปการทูตฝ่ายทหารไทยเพื่อให้สามารถรองรับยุทธศาสตร์ชาติ ระยะ ๒๐ ปี (พ.ศ.๒๕๖๑ –
๒๕๘๐) ได้อย่างแท้จริง กระทรวงกลาโหมโดย สนผ.กห. ขว.ทหาร ขว.เหล่าทัพ และกระทรวงการ
ต่างประเทศ ควรเข้ามาร่วมมือกันในการศึกษาวิเคราะห์และก าหนดแนวทางการใช้เครื่องมือด้านการ
ป้องกันประเทศ ในงานด้านการต่างประเทศอย่างจริงจัง รวมทั้งก าหนด นิยาม ความหมาย บทบาท
แผนงาน โครงการ กิจกรรม กระบวนการและแนวทางการด าเนินงาน รวมถึงการพัฒนาและใช้
ขีดความสามารถด้านการทูตฝ่ายทหารเพื่อรองรับยุทธศาสตร์ชาติ ระยะ ๒๐ ปี (พ.ศ.๒๕๖๑ – ๒๕๘๐)
อันจะน ามาซึ่งผลประโยชน์ชาติไทยต่อไป

ABSTRACT
Title The Guideline on Formulating a Defence Diplomacy
Strategy in Support of the 20-year National Strategy (2018 -
2037)

The objective of this research is to study the implementation methods
and hindrances of the Thai Defence Diplomacy, through analyses of related theories
and a comparison of international defence diplomacy, in order to establish a concept
of a defence diplomacy strategy for the reformation of Thai Defence Diplomacy in
support of the 20-year National Strategy (2018-2037).
A qualitative methodology is used in this research by studying the
concepts, theories and implementation methods of both the Thai and international
defence diplomacy; collecting and analyzing primary data through in-depth interviews
with Thai Defence Attachés abroad, foreign Defence Attachés in Thailand and
operators of Thai Defence Diplomacy as well as the first-hand experience of the
researcher. All of which are evaluated in order to formulate Thailand’s defence
diplomacy strategy. The results show that there is a lack of a clear direction
in the Thai Defence Diplomacy, which impedes the implementation of its missions,
failing to bring about national interests. Therefore, it is recommended that the
proposed 9-phase model defence diplomacy strategy should be established and a
reformation of the Thai Defence Diplomacy should be conducted in order to support
the 20-year National Strategy (2018-2037). The Ministry of Defence, through the Office
of Policy and Planning, the Directorate of Joint Intelligence, the Directorate of
Intelligence of the three services, and the Ministry of Foreign Affairs should establish a
cooperation in order to study, analyze and set up a guideline on the application of
national defence tools in the field of foreign affairs, as well as setting up and defining
the roles, plans, projects, activities, procedures and guidelines for its implementation,
including the capability development and utilization of the defence diplomacy in
support of the 20-year National Strategy (2018-2037), which will bring about
Thailand’s national interests.
