มนุษยธรรมที$ ๔, เพื$อกาหนดแนวทางการปฏิบัติงาน การวิจัยครั ํ /งนี/ จะเป็ นการวิจัยศึกษากลุ่มของ
ราษฎรที$ได้รับผลกระทบจากการดําเนินงานของศูนย์ปฏิบัติการทุ่นระเบิดแห่งชาติ และหน่วย
ปฏิบัติการทุ่นระเบิดด้านมนุษยธรรมที$ ๔ ในความรับผิดชอบของ กองทัพภาคที$ ๓ โดยดําเนินการ
ในจังหวัดเชียงใหม่ และจังหวัดน่าน เป็ นการวิจัยเชิงคุณภาพ ทําให้ทราบข้อมูลราษฎรที$ประสบ
อุบัติเหตุจากทุ่นระเบิด การดําเนินงาน และหน่วยปฏิบัติการทุ่นระเบิดด้านมนุษยธรรมที$ ๔
ในการวิจัยครั/งนี/ ผู้วิจัยได้ทําการศึกษาเอกสารและงานวิจัยที$เกี$ยวข้อง นํามา
สังเคราะห์เป็ น มโนทัศน์เกี$
ยวกบการประเมินผลกระทบจากพื ั /นที$อันตราย ที$ได้รับการยืนยันว่ามี
ทุ่นระเบิด จากนั/นได้ออกแบบ “แบบประเมินผลกระทบจากพื/นที$อันตรายที$ได้รับการยืนยันวามีทุ ่ ่น
ระเบิด” นําไปให้ผู้เชี$ยวชาญได้พิจารณาให้ข้อเสนอแนะแล้วนํามาปรับปรุงแกไขต ้ ่อจากนั/นจัดให้มี
การประชุมเชิงปฏิบัติ การเพื$อพิจารณาแนวทางการประเมินผลกระทบฯ ก่อนที$จะส่งแบบประเมินฯ
ไปให้หน่วยปฏิบัติการทุ่นระเบิดด้านมนุษยธรรมที$ ๔ ทําการสํารวจภาคสนามในพื/นที$จริงกบกลุ ั ่ม
ตัวอยางต ่ ่อไป หลังจากการสํารวจภาคสนามเสร็จสิ/น นําผลการสํารวจมาจัดลําดับความเร่งด่วนของ
ผลกระทบฯ เรียงจากมากไปหาน้อย ส่งให้ผู้เชี$ยวชาญพิจารณาให้ข้อเสนอแนะและให้ความ
เห็นชอบอีกครั/ง นําผลการจัดลําดับความเร่งด่วนที$ผู้เชี$ยวชาญเห็นชอบแล้วหลังจากนั/นจัดให้มีการ
ประชุมเพื$อรับฟังความคิดเห็นจากผู้ที$เกี$ยวข้อง เป็ นการรวบรวมหลักฐานจากเอกสาร การ
ปฏิบัติงานของเจ้าหน้าที$ และประชาชนในพื/นที$ที$หน่วยเข้าปฏิบัติงาน เพื$อนํามาวิเคราะห์ ปรับปรุง

ABSTRACT
Title Guidelines for the operations of Thailand Mine Action Center and 4th
Humanitarian Mine Action Unit

In order to form the guidelines for the operations of Thailand Mine Action Center
(MAC) and 4th Humanitarian Mine Action Unit (4th HMAU), the researcher observed people
affected from mine action in the area and assessed, the true impact in the area of mine action and
trap mining. This research was focused on groups of people who have been impacted from the
operations of MAC and 4th HMAU that are under the responsibilities of Army 3 in Chiang Mai
and Nan provinces. This is a qualitative study of the people from the mine action, the operations
of MAC and 4th HMAU.
In this study, the researcher reviewed documents and findings related to this topic
and synthesized that information into a mind map assessing dangerous areas that were confirmed
to be mined areas. Then the researcher generated “Questionnaires of Dangerous Areas that were
confirmed to be mined areas” and asked specialists in this field to consider as well as give
suggestions to improve the questionnaires. Next, a workshop was held in order to consider the
effects of the operations of MAC and 4th HMAU before asking the officials at 4th HMAU to
collect the data using the questionnaires. After the fieldwork was completed, the researcher
arranged the sources of impact from the most significant to the least significant and asked the
experts in the field to consider the data and give final recommendations for arranging the data.
Then a meeting was held to discuss the arrangement of the data and to elicit the thoughts and
perspectives of people affected; specifically, the meeting was directed at better understanding
civilians’ and officials’ practices in the area in which the 4th HMAU worked. Finally, the data
collected was synthesized and analyzed in order to resolve the guidelines for the operations of
MAC and 4th HMAU.
